Andersen-Wycko~ John Whittington, Salem Area Transit; Dave <br />Hays, Curt Pence, Pence/Kelly Construction; and Leonard Lodder, Arbuckle Costic. <br />Schedule <br />The project schedule was revisited ax this time. Dave did not have a updated hard copy of the schedule, <br />but discussion was held to see if everyone agreed on timelines. The remediation work is in the critical <br />paRh as faz as start time for constcuction. After remediation is complete around mid November, with bid <br />process and timing involved, Pence/Kelly couldn't start construction until January 15th. <br />Once remediation is complete, we will need to have a survey schedule included in timeline. This process <br />could take a week: 2-3 day project for survey and then 4-5 days for plots to be completed. Leonard will <br />make contact with Barker Surveying Company to make preliminary arrangements to have this component <br />fit with schedule. Date survey could be done would depend on success of remediation work being <br />completed. Leonard will work with Bazker to keep schedule open to perform service. By end of <br />October, we will have a better picriue of remediation work progress and can keep Barker Surveying <br />alerted to timing. It was previously decided to have the backfill compaction handled by the excavator <br />and not with the remediation contract. ThaR is the reason for the survey after remediation is completed. <br />Leonard has not completed an excavation elevation as planned for today, but will have it available by <br />~ neXt week or sooner. Dave raised the concern of having contamination in the footings area and the need <br />of training and use of protective geaz to complete this phase. There would be more expense involved <br />should this situatiion arise. Pence/Kelly's e~erience at StaResman Joumal site did not warrant any <br />special precautions. The Statesman Joumal site went down, capped off the contaminate soils and then <br />came back up to site levels. Dave, Leonard and Mike will work together for best approach. <br />Centurywest will also have Geotech on site during remediation phase for consultation. <br />Pence/Kelly was aslced about the gravel layer and what they ran into in their excavation at Statesman <br />Joumal. It was all river rock that compacts okay. Basically it is what you see in the basement area of <br />the old Senator building across the street. There is a sand layer at 30-40 feet, but that won't come into <br />play. <br />A critical piece to fit into the schedule is the timing element required by the bond people and how this <br />fits into the picture. 1~~Il1~IDC needs to set up a meeting with Randy and Ken to discuss this area with the <br />bond people in order to get this phase underway. <br />The 18 month construction schedule is still on track starting from the date we go into the ground to <br />completion. In discussions between county, tcansit and contractor yesterday, tenant move-in may be <br />done in phases. There is value and flexibility with moving in floor by floor. With a scenario of a <br />February 1 start date and the building being complete in August, we can still target moving those <br />departments with time sensitive leases prior to the August completion date. The move can transition <br />during late spring of 1999 over a 2-3 month period. Occupancy pemuts may be obtained floor by floor. <br />Transit has the flexibility to move in last if necessary. This option would also predetermine who goes <br />where in the new design. County boazd has specific ideas regarding adjacency requirements. We will <br />~ want to be careful on layouts and working with the different depamnents and leased space. Construction <br />time is 18 months for completion of building and occupancy can start at 15 months. Pence/Kelly has no <br />Page 1 of 4 <br />
