~ <br />Timing Questions <br />In recent discussions to finish up two contracts, there are critical issues arising that need answers. We <br />have fundamentally four steps to get us from today to giving Pence/Kelly authorization to stazt the ~ <br />project. <br />1• ArchitecLural drawings (DD - 100% complete) <br />2. GMP by Pence~Kelly <br />3. Financing by county sensitive to GMP information <br />4. Start construction - political element involved with BOC. The board has to be comfortable with <br />the design, budget, and financing packet to give Pence/Kelly the go ahead. <br />When will these things be completed? January 15~' is coming up quickly. We need discussion on <br />what aze the estimaRed dates in completing the first two elements. The GMP can be completed on a <br />good set of DD diawings, including structural floor plate, thicl~ess of slab. There are two steps prior to <br />these: value engineering after we find out what we can afford and then a"go" project. Assuming we <br />have solved this problem, we are looking ai about 3 momhs time. The azchitect needs 6 weeks to get <br />DD drawings (100% design development, not 100% construction) ready. Then Pence/Kelly needs 3-4 <br />weeks to work up GMP. <br />"Go" project October 1 <br />DD's ready November 15 <br />GMP due December 7 <br />Start Date 7anuary 15 <br />Based on this timeline, the financing package would then have 5 weeks to be completed. Contact needs <br />to be made with the financing people to go through this sce~ario to get their input on what their timing ~ <br />needs are. We have also assumed that all remediation problems are being resolved within this window <br />as well. <br />When the GMP date azrives, we should laiow that we have generated a good budget, the performa says <br />its do-able and we will know our goals. The only thing we won't know is whether there will be any <br />delays in getting a financing package out. County has start up money available, and the boazd has to be <br />comfortable that the risk is minimal. We need to clarify risks and overlapping elements involved. <br />Next week Dave will complete another time schedule to include these dates into the critical path. Also a <br />meeting will be scheduled with the financing people to work over critical paih issues. Craig has supplied <br />some information to them in recent weeks, but has not completely updated them. <br />~ <br />Page 4 of 4 <br />
