COURTHOUSE SQUARE DEVELOPMENT TEAM <br />~ July 31 1997 1:30 p.m. <br />Present: Dan Petrusich, presiding; Ron Bakker, Byron Courts, Craig Lewis, Melvin Mark Develop- <br />ment Company; Randy Curtis, Bob McCune, Hitesh Parekh, Ken Roudybush, Marion County; John <br />Whittington, Salem Area Transit; Dave Hays, Curt Pence, Pence/Kelly Construction; Leonard Lodder, <br />Arbuckle Costic Architect; and Kathleen Thorpe, Centurywest-Environmental. <br />The meeting was started with a report from Kathleen on both demolition and environmental issues on <br />pages 3 and 4 of the Action Agenda. <br />Demolition <br />Staton Construction is doing very well, but have a smaller crew working on site and are now about <br />four days behind schedule. They were having a meeting today to work out details to compensate for <br />this delay. <br />Kathleen had an opportunity to review Staton's bid with Dave and recommend that we accept Staton's <br />fixed price bid and modify their contract with the counry. Based on scheduling issues, they can be <br />ready to remove basements on August 18th. Their numbers are in the ball park. Mike did a break <br />down and Dave had an opportunity to review these numbers. Kathleen feeLs comfortable with this <br />process. <br />What dces it mean in going ahead with them, as they had some high figed costs that raised a flag? <br />What about approach on time and materials? The fixed price is the way to go. Mi~e can go either <br />way, but the time and material not to exceed will be a higher price. He won't do time and material <br />~ unless the exceed ceiling is higher than $81,000. Mike did a line item break out. Because of <br />Worker's Comp/Davis Bacon Act, rates on demolition are $5 hour higher. Curt wnuld you incur <br />the same $5 premium? Yes, there are different class~cations and the rates change accordingly. <br />Mike hasn't added $5/hour to his labor costs. This is standard for any contractor. Dave and Kathleen <br />both ran calculations and Dave came up with three of the numbers and Kathleen clarified the answers <br />to the other two. <br />What happened to the credit amount? Kathleen relayed that the $660 credit didn't settle well at last <br />week's meeting. Basically the only thing Mike wouldn't be doing would be placing the rubble in the <br />basement area. He figures that would take about a day and a half equipment time to place against the <br />walls. <br />Ron suggested that we get another bid for this project. There is concern that Staton won't go less than <br />the $81,000 firm bid. Kathleen will share Mike's numerical breakdown with Ron later. There is a <br />pretty tight time line with the 18th only two weeks from Monday and the environmental and basement <br />shoring will start then. Will the timeline allow flexibility to bring other bidders in? Staton can <br />be handled with an amendment to contract or a new contract completed. If time isn't an issue, we <br />should consider Northwest Demolition and Pence/Kelly if that is the way they want to go. We do <br />have the option to mobilize Pence/Kelly earlier than scheduled. Kathleen would not give her <br />recommendation if she was uncomfortable with the numbers provided. <br />Discussion about the scope of the job was held. Curt thought the amount seemed high. They have <br />another demo contractor at Willamette University and his bid on a two story with full basements was <br />~ only $38,000. The basic approach would be to have 2-3 people come in to look at the job and check <br />Page 1 of 10 <br />
