not jeopardize FTA funds. John will report his findings to David Hartwig. It may take a
couple days.
~ Pence/Kell will su . .
y bmrt bids and get scope. The contractor has not been identified for
remediation work at this point. The anticipation would be to have Staton do both
simultaneously. Remediation is not an FTA issue, but would need Mike HanSen's opinion to
confirm this. Pence/Kelly will check numbers to see if Staton has submitted reasonable bid.
Kathleen will ask Staton to delay 24 hours until Tuesday, when Dave can get proposal back from
other bidder. Pence/Kelly sub contractor not given information to bid on remediation work.
Dave will check that part out as well. Also need dollar amount from Staton to haul off rubble,
minus labor to backfill for good comparison. Kathleen can provide this informatipn to Dave.
Budget/Financial Model
Are we getting any closer to a real budget or financial model? NIl~IDC, after conversations
with the financing folks, will assume responsibility for running the financial models. They have
the software and the knowledge of all the pieces to make it come together and work hand in
hand with the building design. Additional discussion followed regarding costs in Salem vs.
Portland and identifying true costs for each entity. County is comfortable with MI~IDC running
the financial models and having Scott review them. NIlVIDC also received copies of earlier
models that Dan Berrey ran on the project when they came on board.
Discussions about rental rate increases occuned, but until the basic building is figured to see
where we are at, no decisions can be made in this area. Interest rates have been very good right
~ now and the hope is that they stay where they are for a while.
The meeting was adjourned to work on the building design and proforma at the architect's
office.
