in removing it and more in negotiations with DEQ. Meeting tomonow will include David Hartwig and <br />Michael Hansen of Mazion County, Ka.thleen and Jerry Hodson. Keep in mind even though we have <br />~ put down a known item, there is a chance we may run into unknowns along the way. <br />Two sma11 items need attention: wells for de-watering pump test need to be decommissioned. To what <br />eatent required? They need to be filled by backfill with ground slurry to top by licensed well driller. <br />During excavation they would be lopped off at the top a couple feet below ground. The wells are 8" <br />diameter 1/4" piping down 60 feet. <br />Are there any surprises or questions on this table? Just a question: when will the last two columns <br />be fully done? These columns won't get filled in until we start digging. <br />The ne~ document handed out was a Draft Cost Estimate for environmental site work excluding <br />Chevron. Task III includes environmental oversite during excavation phase. Preconstruction remedial <br />activities are included in the first pass. General assumptions made: site remediation before general <br />construction activities; remediation on Chevron not included; one level garage; and minimum depth for <br />garage at 12 feet (coming up from 16 feet last week). <br />Timing to complete will take appro~umately four weeks and will happen ahead of Pence/Kelly <br />excavation and then deal with any problems as they tum up with observers on site. As a clarification, <br />remedial activities for Chevron are not included because there aze still issues unresolved today. <br />Hopefully they can be resolved at tomorrow's meeting. There are draft cost estimates for Chevron on a <br />sepazate breakout. Based on what you know today vs. previous, is there anything that would <br />increase costs on Chevron? It was a real rough cut, not terribly different cost estimate for arbitration <br />~ and cost estimates to do ourselves. Dan B. recalled about $250,000 for Chevron. Current estimate is a <br />little under that. Kathleen cautioned that they realize these numbers aze required for budgeting <br />purposes, but also keep in mind there aze factors that may change these numbers. <br />Other assumptions made: four week window, rates used provided by Staton as budgetary rates and will <br />be replaced by bid prices. The line items for soil transportation and loading stockpiled soil may be on <br />the high side and we will get bid price. These aren't hard numbers. A lot of assumptions have been <br />made about how much contamination, how many tanks, etc. The question marks will be filled in when <br />we start digging. We will provide updates as information is revealed to Centurywest and shaze with the <br />group. Cost estimates will be updated as soon as we get better information. <br />Tom outlined each of the Tasks and made additional comments regarding assumptions. <br />Task 1: Decommissioning USTs. <br />Task 2: Soil Removal- minimum of 12 feet for worker safety. <br />It was noted that costs associated with the Liu building need to be identified separately. Dan B. asked <br />that the agreement signed with the attorneys be double checked to see if the work would require bidding. <br />The Liu building is the only one that needs special attention. <br />Task 3: Construction Excavation Oversite This provides for an environmental person to provide <br />oversite for activities during the construction excavation, including taking samples as needed. If any <br />wildcazds come up, they would handle them. <br />Task 4: De-watering - Word from DEQ was that permits were not required for general excavation and <br />~ pumping tests. Now that we are doing specific remediations, pernuts will be required for discharging for <br />this remedial activity if we want to dischazge to the storm sewer.
