site to a recycling facility. We made assumption that we would be excavating below water table and
would pump out and send off site for treatment in costs. It could be done on site. Possibility depends
~ on what happens with Chevron. If the Chevron site has lazge amount and we want to get DEQ permit it
could be taken care of along with Chevron's. How many cubic feet did you assume? Don't recall,
but for diesel contaminated water it runs between 40-65 cents per gallon to dispose of off site. The
decision how far vertically to chase contaminated soil below the water table will depend on costs.
The Statesman's plan is approved by DEQ to do what they are doing. Do they know what they've got?
Don't put too much weight on DEQ approval of plan. It is not granted closure, but will depend on what
is found. Statesman is stopping at 15 feet. Their contaminates aze at about our depth of 21 feet.
Task 4 will be somewhat dependent upon the season we go digging. How far are you recommending
we go outside of Chevron? No more than a few feet below water table. There may be cases where we
may want to de-water and if contaminated water is found, pull it out and clean it up. Geotech
chazacterizes soil with sand and gravel below 13-15 feet. There is a chance of a plume under that layer,
but we have done some checks and it is not a huge e~ensive plume. Chevron is 15-20 feet of hot azea.
There is no permitting in the de-watering costs. The rest of the block will be limited and sent offsite. It
could be folded in with Chevron's costs and done onsite.
If we aze going down to 12 feet for excavation, Dave will have to ba.ckfill and cover any site that required
remediation at a lower depth. We can't make any assumptions on the Chevron corner until more is
laiown. Pence/Kelly will have to deal with this aspect and include in their budget numbers.
Task 5: Groundwater Well Decommissioning - This includes costs to decommission the 60 foot de-
~ watering test well and two 40 foot monitoring wells. Chevron is responsible for decommissioning their
monitoring/spazge wells.
Task 6: Closure Reporting and Cost Summary
Pence/Kelly requested a station one day survey on grid pattern after the hot spots are dug to include in
their bid package.
Demolition and Remediation
There is potential to dovetail both together in talking with Mike at Staton.
Leonard raised an issue regarding an existing sanitary line still functioning in the alley. Pulling up the
walls may impact negatively on the e~usting sanitary line. We need to consider putting the new sanitary
line in on Chemeketa and abandon the one in the alley concurrently with the removal of the basement
walls in this particular azea. Per city ha11, we don't want to impact that sanitary line until we are ready to
start construction and replace with a new line.
To what eztent will this affect Staton's bid to remove slabs and walls? Not much effect, looking at
Liu on east side of a11ey and on Senator on west side. Requirement would be to leave part of wall and
slab in order to keep sanitary intact. Is that scheduled? In the utilities. Sounds like we will have
storm sewer work. Leonard has had that discussion with Michael at Westech and will take caze of this
week or ne~.
Tom reported that Staton is indicating they aze not completely available until August 15 to do the
~ environmental work. Kathleen handed out environmental recycling information. Staton had a couple of
other projects lined up, but are still looking good to be available to do environmental digging mid-August
Page 5 of 8
