and be complete by mid-September, assuming Chevron doesn't impact the schedule.
~r Was Staton the low bidder on sidewalk removal? They bid $6,000. Issue to revolve today, whether
Staton will do the basement slabs/walls removal work. Per the attached demolition schedule, Staion is
on schedule. How soon from this schedule will they start remediation? The week of August 15. If
available sooner, could they start August 1't? The east portion of the block is sta~ting point for
Staton. East side has hard surface and heading north, floors need to be removed. The last week is
demobilization the week of August 10`~ and then could start environmental the ne~rt Monday. Before
anything can happen we need to get Chevron decommissioned. This schedule ties in nicely with what
we are thinking about for a final GMP by September 15`~. The Chevron pumps located five feet into the
street will get taken care of during constsuction.
If Staton didn't do this work, what are opNons or costs factors if Pence/Kelly mobilizes and starts
e%cavation of hot spots? We need to decide when it starts, who does it, and how it fits. It sounds like
we should go with Staton, but we want to make sure it will work and fits the schedule. Staton will be
doing time and materials. Centurywest can verify as each load is completed. Staton has proper licenses
and capabilities to do the work. Staton is on site and capable. Curt can look at their rates to see that
we are doing it by market rates.
Would Pence/Kelly be mobilizing on the site anytime during this remediation? It a11 depends on the
Chevron issue. Their preference is to come on the east side of the pa.rcel neaz Chevro~ and the Beri
parking lot.
Dan P. said we are going to be pressed to meet date with GMP and the need to meet bidd'1ng procedures
~ etc. A decision needs to be made in authorizing Staton to proceed. Yes they will be on site on August
15'~ and time and material is the way to go. It is wise to check rates.
Centurywest costs do not include hauling overburden (clean dirt); they focused on contaminated soils.
Someone needs to check with Jim Sears to see if he is ready to handle clean overburden in mid-August.
Staton gave a fixed price bid. It includes a mobilization chazge for trucks and crews but not equipment.
Randy was given copy of prevailing wage rate sheet for Staton eazlier in the week. They will provide a
credit for Senator basement of $660.
Concerns were discussed regarding low amount of credit on not filling basements and also changes in
current legislation for prevailing wage rates. Curt will check out any information regarding prevailing
wage rates legislative changes. Since no federal money is involved in remediation aspect, use of
prevailing rates would not impact this area. Curt mentioned there are some items in the final clean up
issue that might be to county's benefit if we took out of general conditions , i.e. cleaning windows would
be done at prevailing wage rate.
Efforts were made to identify depths of slabs on e~usting basements and Staton gave an estimate of about
10 feet. If top of slab is shallower than 11'4" or 11' 6", they need to come out. We also need to get
location of the boiler tank under the Senator building; it may affect structure.
Additional discussion was held regazding low amount of credit for not filling the Senator basement, the
lazgest one. Dan B. will look back over his notes from previous meetings to check.
~ What impact does this have on Staton's original contract, is there a reduction in the contract
already signed? Kathleen will pursue this conversation with Ron not Mike. Mike may only be looking
Page 6 of 8
