~O~d, NOV-06-95 12:0~PM SALEM CITY ATTORNEY'S OFC 503 361 22~2
'•
' Salem Transit District ~
' Proposed Downtown Transit MaII ~
-_ _-__ - For Council Mecting of November 6, i995 -- -
' Page 2 '
' . GreyhpundSite The proposed orientation of this site is north-south, wxth ingress and egress
onto Marion and Center Streets from mid-blotk dr.veways east of Church Street. The exiting
. movement far this site vc-ould create the need to preempt all traffic on both Marion and Ce~tter
' Streets for transit to enter ttae s~eet s~stam every 30 minutes, and more frequently when ttansit
service is inereased. This preemption would create significant delays on these roadways, given
the exiscing daily tr~~ vo~ume of 35,000, and may lead to an inerease in rear-end accidents_ The
, potentxai to re-orient this facility east-west was studied, but was found ca create safety problez~z~s
on Church and Cotta~L Streets, in addition to th~ p.:+blems on Marion and Center Streets.
' . This site is also considered to be prablematic from a pedestrian access standpoint, in that it is a
long distat~ce from the hub of downtown pedestrian acfivity.
, Washington Mretr~ai S~te The oriencation of this site is east-west, with mid-bloek access off of
Church and Cottage Streets south of Center Street. The traffic flow issues of this proposal would
be far superior to the Greyhound site, but wouId also create some vaffic conceXns. The site
' borders Center Street, so buses exiting to the north on Church Street would experience
difficulties exiting the site without the preemption of Center Street traffic. The buses exiting onto
Cottage Street would not crcate tr~c problems given that the required. ~reemption on
, Chemeketa Street would impact the street with the lowest volnme in downtown.
' ?'his site is close~ to the major downtown pedescrian activity and therefore serves the users of
transit better than th~e Greyhound site.
, Senator Site This site proposed~ an east-west orie~ntation with atcess o~f of ~igti Stxeet and
Church Street. Mid-block driveways would be Iocated south of Chemeketa Street_ Unlike the
other two sites, this proposal does not abut the Marion/Center Couplet, thus its potenti~.l impact
' to high ~olunne stXeets is grear~~y reduced. Access to High and Church Streets provides good
transit circulation patterns for serving all parts of the City. The signal preemption required to exit

' the site wil! be of minimai impact to the rest of the downtown street system.
This site is ihe closes c
i o che center of downtown pedescnan acttvaty, ~qu~nng the st,ortest waik
~ for transit users. .
' t loca ion for development of che Salem Transit Distnct powntown '~Yans:t Mall.
Ne~ct Steps
~ Once the Transit District has selected a location, it will proceed with an in-depth study of the site.
Issues that the City will require the Transit District to address include:
'
Stccff Conclusion Based on staff's analvsis ~of the three proposais, staff believes t1~a[ the Senator
site ~s the bes t
P. 02
