' <br />' <br />~ <br />~J <br />~ <br />~ <br />' <br />Did Marion County and Salem Area Transit follow pu6lic contract law on the Courthouse <br />Square development? <br />Yes. All contracts requiring competitive bidding were issued through either a <br />competitive request-for-proposal(RFP) or an invitation-for-bid (IFB) process. The Board of <br />Commissioners, sitting as the Contract Review Board, by resolution granted Marion County and <br />Salem Area Transit the authority to retain real estate representation for the leasing of <br />expansion/commercial space without using an open and competitive process. A waiver is not <br />unusual for real estate representation. Marion County used that waiver to negotiate a contract <br />with Bill Frey.
