' <br />~ Did Bill Frey, a former Transit Board member, profit from the Transit District? <br />' No. The Salem Area Mass Transit District Board of Directors are unpaid, elective <br />positions. <br />' Frey's term on the Transit Board expired on July 1, 1997. A month later, on August 8, <br />the Marion County Commissioners authorized the hiring of Frey as their real estate <br />representative to lease the county's expansion space in the proposed new building. Frey was not <br />' paid for any leasing services and would not have received any compensation, unless he was <br />successful in finding lessees for the county's extra space. <br />' Frey was the listing agent for ±he dental office on the site known as the Goodman- <br />Cherrier Building on the Senator block. It is noted in at least one newspaper article and official <br />~ board minutes of the Transit District that he declared a potential conflict of interest and did not <br />vote on issues related to Courthouse Square property transactions until the conclusion of his <br />listing agreement on the Goodman-Cherrier Building. <br />' In December 1997, Frey offered the Marion County Commission his resignation as the <br />leasing agent for the county portion of the project.
