(Reference #3 and #14f of the "SPOC March 13 <br />Interim Report.") <br />The answer is yes, we have. Even before the concept of Courthouse Square, Marion <br />~,, County's facility planning process identified several advantages of consolidation, <br />many of which are set out in the 1993 WE Group Facility Master Plan. These were <br />taken into consideration in the original Courthouse Square design phase. As the <br />design evolved, departments reduced their initial estimates of space and staffing needs <br />where adjacency would permit sharing, for instance, conference rooms and reception <br />staf~: We have not asked department heads to spend time researching how much they <br />reduced numbers of staff or square footage of space from their earliest estimates. If <br />Courthouse Square proceeds, we expect further efficiencies as the space programming <br />phase continues. <br />One of the first consolidations considered, and still a primary example, is the one-stop <br />property development permit center where a county customer would have access to <br />staff from Planning, Build.ing Inspection, Public Works, the Geographic Information <br />Systems (GIS), Treasurer and Tax Office in one location. <br />We have already begun merging internal service functions, bringing Risk <br />Management, Fiscal Services and General Services into a single Depautment of <br />Support Services responsible for facilities, personnel and training, payroll, financial <br />and contract management, risk management and purchasing. As changes are <br />implemented and further restructuring is planned and implemented, we expect cost <br />savings in personnel to become appazent. Since this streamlining of our admin- <br />istrative structure is just beginning, it is not possible to estimate savings at this time. <br />Marion County Courthouse . 100 High Street NE .
