Space plans for each floor were reviewed. The second floor will house transit offices, 3 areas of <br />expansio n space (2,400 sf allocated to transit), Marion County Solid Waste, Behavioral Care <br />~ Network (BCl~, and Neighbor to Neighbor (N2I~. The third floor will house District Attorney's <br />offces, vicrim assistance, support enforcement and 7,071 s.f. of expansion space. The fourth floor <br />will house the assess or, building inspection, planning and housing authority. The fifth floor will <br />house the Board of Commissioners, Children and Fa.mily, Tax/Treasurer, Legal Counsel, General <br />Services, Risk Management, Fiscal and additional 1,500 s.f. of expansion space. <br />The possibility of offering additional future expansion space to transit was discussed. Dan <br />Petrusich raised concem that from a leasing standpoint, it would be better to have all expansion <br />space in one area. Dan firther stated that with a large contiguous expansion lease space you have <br />maximum fle~bility. To ensure the maximum rental benefits, you want to offer the best space <br />available to outside tenants. Melvin Mark's focus is hitting the proforma. This option will give us <br />the best chance to meet or exceed proforma numbers. <br />Several options were discussed in achieving all expansion space on one floor and providing best <br />possible expansion space for leasing. N2N would be moved to the 5`~ floor, and Solid Waste and <br />BCN will move up to the third floor, leaving all expansion space on the 2 nd floor. The 5'h floor <br />adjacency requirements preclude re-arranging of these departments. The full two story lobby would <br />enhance the expa.nsion leased space being on the second floor. Consideration should be made to <br />place the expansion space between county and transit, so either party has the option to utilize the <br />space based on each entity's needs down the road. <br />Billy Wasson sugg ested those departments generating the lowest street traffic should be placed on <br />theupper floors. R.G. Anderson-Wyckoff indicated transit has location issues with FTA. They <br />had buy-in with transit's location on the 5`~ floor with expansion space being highly rentable and <br />also had buy-in on second floor placement for adjacency reasons to the bus mall operations on the <br />first floor. It would be a hard sell to FTA for any other floor location for transit. <br />After several suggestions, it was determined that the AssessorsBuilding Inspections/Housing <br />Authority (4'~ floor) will now occupy the 2"d floor. The 3`~ floor will be occupied by District <br />Attomey/Victim Assistance/Support Enforcemend Solid Waste and BCN. The 4'~ floor will include <br />the county commissioners/Children and Family/Ta~Treasurer/General Services/Risk/Fiscal/Legal <br />CounseUN2N. Transit and future expansion space will occupy the 5`~ floor. It was recommended <br />that the expansion space will occupy the east side of the 5`~ floor and have elevator exposure. <br />These numbers as presented in the schematics for department space have not been tested with the <br />department's actual space pla.nning numbers. These drawings represent a draft only, until <br />Arbuckle Costic can get to the point of running actuals. <br />The building skin has been defined as a brick building with punch windows and will feature a <br />number of bay type features on the plaza. On Court Street, the bay area will mark the front <br />entrance. It allows forstandard straight forward office layout of workstations within the structure. <br />~ Page 3 of 4 <br />
