design. This packet includes a BOMA analysis of the five floors. Schematics are included for the
parking level as well as the five floor site plans. Because this is a lazge city block, the site plans
~ have been divided into quadrants and will take 3-5 pages to see an overview of the entire floor
and/or area. The design still incorporates arcades along the north side transit mall wall and the
county/transit building north side wall.
A second packet of information on space planning was distributed. Over the past week, Arbuckle
Costic has been working with county on the overall outline of space planning. Tra.nsit's space
planning as presented comes from very early discussions a.nd will have some major revisions in the
coming weeks. The hearing room will be positioned on the first floor off the main lobby. An area
on the southeast corner of the first floor has been designated as mail/copy/service center with direct
access off Church Street.
The parking level as designed covers the base of the building and out to the northern transit mall
wall and will accommodate 258 parking spaces with a potential of adding an additional 60-66 spaces
for future north block development. There is an issue to be resolved regarding e~t stairways from
the parking level to street level. The average size of a parking space will be 9' x 17 - 18.5 feet and
will be marked "compact" per Salem code requirement by definition only. By Portland standards,
these are fairly lazge spaces. Grid layout also dictated width of the space. There has been some
type of storage area ident~ed in the parking level. The azchitect will look to both county and
transit for instruction on how this space will be utilized. There currently is about 1,000 sf, and a
possibility of looking at some other azeas later in the planning phase.
The north end development currently being shown on the drawings will be removed. Separating
the urban renewal dollaz portion for the north end and making it the responsibility of a future
developer to apply for these funds was discussed. Leonard felt it would be better to keep this in
the total project and attach a dollar value and then put back into the RFP as an allowance. This
would a11ow for consistency around the block in terms of urban renewal and easier to deal with.
The streetscape design carries the same theme as the rest of the downtown core azea. This will also
be used throughout the transit bus mall. ADA requirements dictate a different te~.ure strip to be
used and carrying out the streetscape theme within the bus mall azea satisfies this requirement.
Covered weather protection is also planned for the entire perimeter of the site and portions can be
allocated to streetscape.
The hearing room on the first floor will be a flat floor and is being designed to hold up to 200
people. Since this will be a multi-purpose room, a fixed seating arrangement defeats that purpose.
The development stage will fine tune how the space will work. Transit's plan is to try and provide
furnishings for the hearing room. In the current design plan, a column would appear in the middle
of the hearing room. When Pence/Kelly bid this earlier, it was done on the basis of removing this
column and transferring the load, which is a more expensive option. Arbuckle will work this issue
to see if there are alternatives in re-designing the space for first floor hearing room or keeping the
cunent orientation.
