Courthouse Square Internal Staff Team <br />~ January 15, 1998 Meeti~g Summary <br />Present: John Whittington, R.G. Andersen-Wyckoff, Tom Wolfgram, Mark Wieprecht, Billy <br />Wasson, Randy Franke, Ken Roudybush, Mike Hansen, David Hartwig, Randy <br />Curtis, Hitesh Parekh, Sheryl Derting. <br />Agenda: <br />1. Review of SPOC Issues for next meeting <br />2. Other items <br />1. Review of SPOC Issues <br />Errors in Reporting <br />John Whittington handed out copies of a report prepared by R. G. Andersen-Wyckoff for the transit <br />board on the errors in reporting that have occurred regarding this project. R.G. had also reported <br />that he appeared on KBZY radio addressing the issue concerning FTA grants not being in danger. <br />This report will be included in the packet to SPOC. <br />Item 7 City of Salem's Position & Item #9 City's letter on High St. Terminal <br />A copy of transit's report on the City of Salem's position rega.rding Courthouse Square was <br />~, distributed to staff. John pointed out the report included excerpts from a letter of December 11, <br />1995 from the City Council to Transit, signed by Mayor Roger Gertenrich showing the city's <br />support. It was noted that John will point out these specific items during his report at the next <br />SPOC meeting. Staff recommended that a copy also be sent to Roger Gertenrich as well. <br />Issue of Ethics/Conflict of Interest <br />A copy of transit's report to staff regarding ethics/conflict of interest of Dan Berrey and Bill Frey <br />was presented by R.G. Andersen-Wyckoff. A report given last week by Randy Curtis on the <br />chronology of Dan Berrey's role in the project dovetails with this ethics report. It shows no real <br />breach of ethics or conflicts of interest from either party. All documentation was not included due <br />to bulk, but is available on request from transit. <br />Item 6-C Franklin Building Status <br />Randy Curtis handed out a report on the question to retain or sell the Franklin Building. Using <br />assumptions of a$1.3 million value, a net gain on selling the building would be $755,000. Using <br />assumptions on a 10 year period, rental income would generate $1.9 million, using 4% annually for <br />inflation factors on both income and expenses. This report will be included in the SPOC agenda <br />as part of the study they requested earlier. <br />Item 1& 2 Basis for Programming of County Space <br />A copy of a report prepared by Randy Curtis on the issue of the basis for programming of county <br />~ space was distributed.
