Salem staff is still talking about $2 million but the City Council has not agreed <br />on a specific funding for streetscape. Approval from City Council will be sought <br />after the design development. <br />In clarification of the expenditure and approval of the urban renewal funds, John <br />Whittington explained the entire package would be approved this year but the <br />actual funds would be budgeted over three years. There are still a lot of <br />unanswered questions on this item. <br />In discussion of where the streetscape stops and the building begins, R.G. <br />Andersen-Wyckoff noted quite a bit of Hatfield Plaza has been included in the <br />streetscape, including the clock tower. <br />3. Citizen Committee Charter <br />R.G. Andersen-Wyckoff provided members with a draft copy of the charter that <br />was approved by the Salem Area Transit Board of Directors. The crossed out <br />items are removed and the highlighted areas are additions. The Committee is an <br />advisory committee built into the structure for the Courthouse Square project. <br />~ The Transit Board would like to keep the Committee to five members or less, <br />with one member appointed from each Board and one member appointed jointly. <br />The plan is to have the charter approved by the Board of Commissioners on <br />Wednesday and Salem Area Transit Board on Thursday. <br />Mary Pearmine said she would like to see the County member from outside the <br />urban area, since the County includes places other than Salem. She will <br />discuss this idea with Don Wyant, Jr. and Randy Franke. <br />4. 4"' Floor Sensitivity Analysis <br />John Whittington said since the last meeting the issue has come up on the cost <br />benefits of four floor versus five floor development, and a sensitivity analysis <br />has been prepared by Melvin Mark Company. R.G. Andersen-Wyckoff has put <br />together a cost impact on the District. <br />Craig Lewis provided members with a handout on the five floor and four floor <br />proforma showing the effect of removing the fifth floor and the marginal cost of <br />the fifth floor. The project budget for four stories is from the October report by <br />Pence Kelly. The shell costs have been inserted and adjustments made for the <br />soft costs. The final amount for bond funding was inserted into the final forma to <br />see what happens to the County rents. The bottomline difference is $1.30 <br />~ rentable square foot for five floors and $1.48 rentable square foot for four floors. <br />Page 2 of 4 <br />
