That the City receive detailed financial information about the project, including the particulars of the <br />arrangement between the private parties and public entities. <br />~ Marion County/Salem Area Transit Joint Development are presenting items 1 and 3, listed above, for the <br />review and recommendation of the Downtown Development Advisory Board. Item 2, listed above, requires <br />no further action. Measure 50 has been implemented and the urban renewal programs successfully funded. <br />FACTS AND FINDINGS: <br />Cost Estimate. The proposed improvements for which Marion County/Salem Area Transit request urban <br />renewal participation are detailed in the request previously distributed to the Board. In summary, the <br />elements proposed for participation are estimated to total $1,996,049, as listed in Attachment A. The cost <br />estimates have been developed by a professional estimator and are presented to illustrate the magnitude of <br />each element of requested participation. Actual participation should be limited to the cost of construction <br />derived from a public bid process and paid as a reimbursement to Marion County/Salem Area Transit as <br />construction progress payments are made to the contractor. <br />~lements of Participation. The request for participation is generally categorized into three segments - <br />Streetscape Elements, Supplemental Streetscape and Reimbursements. <br />Streetscape Elements <br />The majority of projected participation costs are the elements associated with streetscape improvements. <br />The specifications for hard surface improvements and the architectural design have been reviewed by staff <br />and found consistent with existing streetscape improvements. The specificarion for pavers has been <br />modified to a full-depth paver to eliminate buckling and cracking to reduce future maintenance costs. <br />~ The largest component of the streetscape is the element described as an Arcade/Pavilion fronting High and <br />Church Streets. This element, depicted in the attached diagram, is located on the development parcel <br />adjacent to but outside of the public right-of-way. The proposed improvements consist of a series of <br />structures linked with overhead "weather protection". Located at the bus entrances on High and Church <br />Streets are two engineered truss structures designed to support weather protection, each spanning an <br />approximate 75 foot distance. The resulting arcade effect is consistent with the concepts of the core area <br />design standards. <br />There is a policy issue concerning participation in the arcade/weather protection located on the development <br />parcel. To date, the renewal program has limited its participation in weather protection systems to a <br />maximum of $160 per lineal foot of awning/marquees attached to a building front extending over the <br />sidewalk/right-of-way. The~ awning system attached to the arcade structure and building facade on Court <br />Street are consistent with the existing program and are estimated to be approximately within the <br />participation cost. <br />Although consistent with the objectives of the urban renewal plan, the Agency has not previously funded <br />systems outside the right-of-way located on a development parcel. Due to the unique nature of the proposed <br />public development of the block and the design constraints imposed by the bus access, staff supports funding <br />the arcade element fronting Church and High Streets. Furthermore, the location of the arcade outside of the <br />right-of-way will provide a larger weather protected area without subjecting the City to a maintenance <br />liability. <br />
