Hard surface streetscape improvements surrounding the block raise two potential issues. The improvement <br />on Chemeketa Street will front the proposed private development. It is reported that construction af the <br />~ private phase may be as much as one year later than the public development. Should this event occur, it is <br />recommended that Chemeketa Street improvements be separated in the specifications from the balance of <br />the project and separately bid for construction at such time the private development element is known. <br />The second issue is increased maintenance associated with the streetscape/landscaping improvements. <br />Existing streetscape improvements/landscaping is maintained by the Agency through income derived from <br />leasehold operations. This source of revenue is cunently used to the maximum. The increased maintenance <br />represented by the proposed streetscape will exceed existing resources. <br />It is recommended that in exchange for funding the arcade/weather protection that the property owner, <br />Marion County/Salem Area Transit, agree to assuming full responsibility of repair and ongoing maintenance <br />of the streetscape improvements (hard surface/landscape) sutrounding the block. <br />A small element included as streetscape which does not warrant participation are the four flag poles located <br />in the plaza area. The hard surface improvements of the plaza and the arcade, located on the development <br />site, are outside the scope of streetscape. The flag poles are an element of the plaza and should be excluded <br />from funding participation. <br />Supplemental Streetscape <br />The funding request identifies traffic signalization and removal of the existing transit transfer improvements <br />in High Street right-of-way as supplemental streetscape. The removal of the e~sting facility and the <br />restoration of on-street parking is of highest priority for the benefit of businesses in the immediate area. <br />Given the importance of this element, it is recommended that the Agency require Marion County/Salem <br />Area Transit be obligated to complete the removal and restoration of parking even in the event the maximum <br />participation of $2,000,000 is reached. <br />Reimbursements <br />A total of $13,371 is requested to be reimbursed for the cost of removing the sidewalk and street trees during <br />site clearance. These costs were incurred without the existence of an agreement and have not been identified <br />as a line item procured through a public bid. Without an agreement in place before the costs were incurred, <br />the request should be rejected. <br />Consultant fees in an estimated amount of $101,469, representing six percent of the construction cost <br />elements of the streetscape and arcade are requested. Similar to the demolition, that portion of these fees <br />which may have been incurred to date have been done without the existence of an agreement. However, <br />preparation of the request for participation has required a substantial amount of engineering and design work <br />to be completed. In all Agency initiated streetscape projects professional services have been retained and <br />have averaged approximately six percent of the construction cost. Given the nature of the project, it is <br />recommended that professional consultant fees be funded at an amount of six percent of the actual <br />construction cost bid for the streetscape elements to be funded by the Agency. <br />Intergovernmental A~r~,eement. For the Agency to expend urban renewal funds, there should be established <br />an agreement between Marion County/Salem Area Transit and the Urban Renewal Agency of the City of <br />~ Salem. - <br />
