FOR COUNCIL MEETING OF: _October 12, 1998 <br />AGENDA ITEM NO.: 4. 2. e <br />TO: MAYOR AND CITY COUNCIL <br />THRU: LARRY WACKER, CITY MANAGEP~ <br />~ ~~ ~ <br />FROM: WILLIAM HEALY, DIRECTOR ~ ~-- ~ ` <br />COMMUNITY DEVELOPMENT DEPARTMENT <br />SUBJECT: COURTHOUSE SQUARE - STREETSCAPE PROJECT URBAN RENEWAL <br />FUNDING <br />ISSUE: <br />Proposal by Marion County/Salem Area Mass Transit for Urban Renewal funding participation in the <br />Courthouse Square Project. <br />RECOMMENDATION: <br />1) City Council approve Urban Renewal funding participation in the Courthouse Square project <br />elements contained in the Marion County/Salem Area Transit request, excepting reimbursement of <br />work already completed and construction of flag poles within the plaza area. <br />2) City Council direct staff to develop an Intergovernmental Agreement, containing the elements listed <br />under Facts and Findings, between Marion County/Salem Area Transit and the Urban Renewal <br />Agency of the City of Salem for participation in the Courthouse Square Project. <br />BACKGROUND: <br />City Council, through the Tax Management Plan (TMP) and annual RiverfrontlDowntown Urban Renewal <br />budget, has pledged up to $2 million for participation in the Courthouse Square project. The types of <br />activity originally envisioned to be eligible for participation included utilities, traffic signals, streetscape, <br />weather protection, skybridge and removal of the existing Transit Transfer Facility. <br />In accordance with the TMP, funds to meet the $2 million pledge are being accumulated over a three-year <br />period. As of the current fiscal year, a total of $1,200,000 has been budgeted. The remaining $800,000 is <br />scheduled to be budgeted in fiscal year 1999/2000. <br />City Council has requested that prior to establishing and entering into a participation agreement for the <br />project, the following be provided: <br />1. That the City receive a detailed listing and cost estimates of the proposed improvements (to be <br />funded by the urban renewal funds); <br />2. That the City receive a favorable legal opinion about Council's ability to maintain urban renewal <br />~ levy authority (no longer an issue); and <br />
