I <br />FROM: LARRY WACKER, CITY MANAGER ~ ~! <br />CITY OF SAL • `~ <br />EM ~ <br />I <br />SUBJECT: COURTHOUSE SQUARE - URBAN RENEWAL FU~iDS I~~ <br />You have asked for a generai summary of how Urban Renewal funds mi~ht be used <br />in association with the Courthouse Square Project. ~ , <br />During presentations of the Courthouse Square concept by Transit Distri t and <br />County representatives, reference has been made to participation in the roject by <br />the City's Urban Renewal Agency with funds programmed in the Tax Ma agement <br />Plan (TMP). As you are aware, the target amount contained in the TMP s up to $2 <br />million. Although no formal proposal has been received by the City, the pes of <br />projects named in the concept presentations include: <br />I <br />a. Utilifies ! <br />b. Traffic signais <br />c. Streetscape <br />d. Removai of existing Transfer Facility <br />e. Weather Protection <br />f. Skybridge <br />Although each of the above items can be eligible for renewal funding, general <br />comments regarding their eligibility is warranted. '~ <br />, i <br />Utilities and Traffic Siqnalization~ ' <br />These are basic public improvements consistent with the stated obj I ctive of <br />the Riverfront/Downtown Urban Renewal Plan. Utility woric is limite~ to the <br />construction or reconstruction of water, sanitary sewer and storm dr in <br />systems within the public right-of-way. Improvements are generally limited.to <br />maintaining the integrity of the existing system: Traffic signal work i similar to <br />utilities and can be pertormed as necessary to ensure a safe and e ective <br />pedestrian and vehicular system. , <br />Streetscape: ~ ' <br />The streetscape improvement program consists of reconstruction of I' ublic <br />sidewalks incorporating decorative paving, landscaping, street fumit re and <br />~ lighting. Each streetscape project has addressed these common fe tures but <br />requires detailed design for the area under improvement. <br />
