MEMORANDUM <br />TO: Mark Messmer, Chairperson <br />Downtown Parking Advisory Board <br />FROM: <br />SUBJECT: Courthouse Square Parking <br />DATE: October 14, 1998 <br />Thank you for giving us the opportunity to address your committee's <br />concerns about downtown parking. Attached you will find a copy of the <br />Chamber of Commerce report and material submitted to them during our <br />presentation. We are concerned with the statement that our plans will <br />have an "obvious negative impact" on customer parking. To date, we <br />have not been provided with objective evidence that confirms this <br />assumption. We are also unsure as to what standard the county is being <br />held to since there is no city ordinance or policy requiring on -site parking <br />within the parking district. <br />In order to fully evaluate the impact of Courthouse Square on downtown <br />parking, we have prepared a analysis of our parking count and employee <br />ratio for the period prior to the Senator Block demolition (1997) and <br />compared it with current ratios as well as post Courthouse Square <br />construction (2000). The data will demonstrate that the county has strived <br />to continually improve and minimize the impact on customer parking as a <br />result of locating county services in the downtown area. <br />Pre-Senator demolition (1997): Prior to the removal of the Senator <br />Office Building and adjacent commercial businesses, the county managed <br />an inventory of 361 spaces at three downtown office sites. The downtown <br />employee count (including the courts) was approximately 495 employees. <br />Of the 361 spaces available, 43 spaces were designated for visitors. The <br />parking space to employee ratio was 64% (318 = 495). <br />Post-Senator demolition (1998): Demolition of the Senator Block <br />~ resulted in a loss of 166 spaces. The downtown employee count is <br />approximately 338 employees. Thirty three (33) on-site spaces are <br />allocated to visitor parking. Although 110 employees were temporally <br />
