relocated to the "Best Building", the loss of the Senator lot has reduced <br />the current parking space to employee ratio to 48% (162 = 338). <br />Post Courthouse Square (2000): The combined parking resources at <br />the Courthouse and Courthouse Square will provide a minimum of 430 <br />spaces. This number does not include the Franklin lot (23 spaces) <br />because this building is scheduled for either sale or lease to a private <br />tenant. It also does not include an additional 66 spaces that are being bid <br />as an alternate under the north pad opportunity site. <br />Of the 430 spaces available on-site, 33 spaces are designated for visitors <br />and 81 spaces are reserved for the Transit District and private leasing <br />commitments.. At this time, for security and management reasons, no <br />additional visitor/customer parking is being proposed at either site. Upon <br />completion of the project, the new parking space to employee ratio will be <br />70% (316 = 448). 1 <br />Impact of Transit: Transit will acquire 40 of the 258 parking spaces <br />available. They will bring 28 employees to the project and allocate up to <br />22 parking spaces for these employees. With free bus passes available <br />to their employees, there may not be a demand for all 22 spaces. The <br />remaining spaces will be allocated to leased space. Transit also leases 6 <br />spaces downtown and has one reserved space orFStreet that will not be <br />needed after the project is completed. <br />Summary: The numbers indicate that the county is increasing its <br />employee parking ratio from 64% to 70% while actually decreasing its <br />downtown employment base. In addition, we have submitted a parking <br />plan to the committee that increases the or~street customer parking <br />inventory by 20 spaces. <br />Two other points should be noted as we summarize the impact of <br />Courthouse Square on downtown parking. <br />1. Virtually all of the private businesses and housing tenants on <br />the Senator Block, prior to 1997, had no employee or customer parking. <br />New office and retail tenants on the Block are being offered parking at a <br />ratio of 4 spaces per 1,000 sf. <br />2. As county offices expand in the future, we will be acquiring <br />former tenant parking allocations at the rate of 4 per 1,000 sf. <br />What options exist for additional parking mitigation? The county is <br />~ considering 3 options to address the concerns of the Chamber of <br />Commerce and your committee. <br />
