1. An option exists to build an additional 66 spaces on the north side <br />of the site as an add-alternate to the 258 spaces already in the <br />budget. This decision is under review and will be included in the <br />construction bid as an add alternate. The $1 million cost estimate <br />is a"loss-leader" for the county and would negatively impact our <br />services and financial budget. However, we are exploring <br />alternative funding options including subsidies from other public or <br />private sources. A final decision will be made prior to the award of <br />the construction contract. 2 <br />2. One of the least costly options to increase parking, is to change the <br />parking management system. The current projections assume <br />each vehicle has an assigned parking space. If a 15-20% float or <br />"hunting system" was instituted, the county would add up to 63 <br />spaces to the projected inventory. This is a policy issue that will be <br />addressed later on in the project. <br />3. The last option involves participation in the form of an assessment <br />paid to the parking district. This option is consistent with current <br />city policy, but is not required for public employers, especially <br />those who provide their own on-site parking. The issue is open for <br />discussion, but requires further evaluation because of the obvious <br />policy issues. <br />We hope that the information provided in this report focuses a more <br />positive light on the contributions that Courthouse Square will make to the <br />vitality of Salem's downtown. With the understanding that there is some <br />uncertainty with respect to the private development site, the information <br />provided in this report demonstrates our commitment to the parking <br />issue. Given the higher parking counts, the reduction in total employees <br />and the increases in on-street parking opportunities we believe we have <br />mitigated many of the concerns expressed about Courthouse Square <br />parking.
