CITY OF
AT YOUR SERVICE
June 20, 1997
LAND USE COMPATIBILITY RESPONSE
ENVIRONMENTAL REQUIREMENTS & RESTRIC'TIONS
GROUND WATER REMEDIATION - STORM WATER DISCHA.RGE
Court House Square
200 Blk. High St. NE, Salem
R~CEIVED
~u~ 2 o iss~
coMMUN~rY
DEV. DEP1:
PROPOSAL:
The proposal is to discharge a volume up to 300 gallons per minute of water from a test well in
the south east corner of the block, and construction dewatering well at a latter date.
The treatment system will consist of a carbon and air stripping system maintained by the project
consultant.
INSPECTION:
Two drainage areas are available for this block. The first is a catch basin on the southeast corner
of the block flowing in to a 16-inch storm sewer on Court Street and into the Willamette River at
Court Street. The second and preferred discharge is a Storm sewer clean out box on the northeast
corner of the block flowing into a 36-inch storm sewer on Center Street and into the Willamette
River at Center Street.
CONCERNS:
The major concern with this type of practice is the possibility of a system failure, allowing
contamination and/or product to enter Salem's Storm Sewer and Creek System.
Secondly we are concerned with the possibility of a spill or reaction from the recovered product
storage.
CONDITIONS:
No discharges are approved to Salem's Sanitary Sewer System.
The following are special conditions and local requirements which apply to this project:
All discharges shall comply with all the conditions and limits established by DEQ
and Salem Revised Codes.
2. The City Environmental Services Division shall be supplied with a copy of all lab
analysis and reports, and a copy of the DEQ discharge permit.
3. Salem Environmental Services (503-588-6333) or Salem 911 shall be immediately
notified of any system failure, discharge violation, and/or presence of a sheen or
free product in the discharge.
PUBLIC WORKS DEPARTMENT
Willow Lcke Wastewater Treatment Plant • 5915 ~ndsor Island Road North • Salem, OR 97303-6197
Phone (503) 588-6380 Fax (503) 588-6387
