<br />Marion County Class Specification BulletinPage of <br />>>> <br />Hearings Officer Senior <br />Class Code: <br />612 <br />Bargaining Unit: 13 - Non-Supervisory <br />MARION COUNTY <br />SALARY RANGE <br />$2,536.80 - $3,399.20 Biweekly <br />$5,496.40 - $7,364.93 Monthly <br />OVERVIEW: <br />FLSA: EEOC: Department: <br />Exempt02 Professionals Legal Counsel <br />GENERAL STATEMENT OF DUTIES <br />Performs quasi-judicial hearings work including planning, preparing and conducting public hearings on a <br />wide variety of high profile community issues; prepares written documents containing findings, <br />conclusions, recommendations and decisions; exercises discretion in assessing appropriate civil <br />penalties, and imposing fees and remedial conditions; writes advisory opinions as required in property <br />rights cases; is responsible for oversight of processes for distributing results of hearings and entering <br />results into the official record; tracks legal developments and updates to case law and/or legislative <br />changes; performs statistical analysis; performs other duties as required. This position is an independent, <br />impartial decision maker, obligated to ensure state and federal due process requirements are met for a <br />wide variety of matters. <br />SUPERVISION RECEIVED <br />Appointed by Board of Commissioners. Coordinates work with legal counsel, who reviews work for <br />effectiveness and conformance to county policy. <br />SUPERVISION EXERCISED <br />Supervision of other employees is not a normal responsibility of this classification; however, provides lead <br />direction to other hearing officers, paralegals, and other staff assigned to assist with caseload. <br />EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED <br />TO THE FOLLOWING: <br />1.Prepares for and presides over formal case hearings to ensure fair and impartial process in <br />complex subject matters with multiple represented and pro se parties, including measure <br />mandated land use cases. Maintains a complete record of hearings including testimony, exhibits, <br />documents, motions, and proceedings; receives and examines relevant information on issues <br />brought before the hearings officer; precisely identifies issues; considers legal arguments; <br />reconciles conflicting testimony; makes credibility decisions; makes probable cause determinations <br />in tow hearings, and rules on objections. <br />2.Interprets state law, county code, and state and federal constitutions in deciding cases. <br />3.Writes clear, concise, and well-organized orders that include complete findings of fact and <br />conclusions of law in a timely manner; conducts legal research as necessary; assesses civil <br />penalties and imposes fees and remedial conditions. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
