Marion County Class Specification BulletinPage of <br />>>> <br />4.Tracks legal developments in case law and legislative changes; communicates these to the other <br />county hearings officers, legal counsel, department heads, Board of Commissioners, and other <br />entities as necessary. <br />5.Provides timely information and recommendations on various complex issues in response to <br />inquiries from the Board of Commissioners. <br />6.Collects, tracks, and provides analysis of statistical information. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.A Juris Doctor Degree; AND <br />2.Membership in Oregon State Bar; AND <br />3.Five (5) years experience in related work including conducting hearings, practicing law, or other <br />closely related experience. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Considerable knowledge and experience in: administrative law, specifically regarding the hearings <br />process, rules of evidence, findings of fact, and conclusions of law; comprehensive land use planning <br />theory and practice, private rights in real property, and public facility regulations. <br />Extensive skill and ability: in conducting public hearings in an orderly and impartial manner; following <br />complex oral and written arguments; identifying key issues presented in such arguments; exercising legal <br />reasoning and good judgment in the decision making process; communicating complex ideas in a logical <br />and concise manner both orally and in writing; establishing administrative policies and procedures; <br />establishing and maintaining effective working relationships with employees and the public. <br />ADOPTED: <br />01/08 <br />MARKET REVIEW: <br />09/13 <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br />
