Marion County Class Specification BulletinPage of <br />>>> <br />5.Responsible for facilitating countywide strategic planning, plan maintenance, issue statement <br />updates and linkages to county goals, develops and monitors key performance indicators; writes <br />strategic plan documents and makes public presentations as required. <br />6.Assists with legislative correspondence, testimony coordination, and bill tracking during legislative <br />session. <br />7.Attends commissioner meetings when appropriate; assists in the preparation of meetings for the <br />Board of Commissioners' office, includes meeting coordination and completing paperwork for <br />board session, management update, work sessions and other commissioner proceedings. <br />8.Conducts project and organizational studies that may require coordination with external <br />organizations and agencies; writes reports and presents findings to Board of Commissioners, and <br />Chief Administrative Officer. <br />9.Provides high-level administrative support to individual commissioners, chief administrative officer <br />and senior staff for assigned county committees, commissions and major initiatives. <br />10.Interprets pertinent laws and governmental and department regulations to the public in person and <br />through correspondence; resolves difficult public relations problems. <br />11.Works in a collaborative manner with appointed and elected officials on specific assignments. <br />12.Performs other duties as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from a four (4) year college or university with major course work in public policy, public <br />administration, business administration or a closely related field; AND <br />2.Two (2) years of progressively responsible experience in management or policy analysis and <br />development for a governmental organization; OR <br />3.Any satisfactory combination of experience and training that demonstrates possession of required <br />knowledge, skills and abilities. <br />DISTINGUISHING CHARACTERISTICS <br />This classification is the first level of a two-tier Policy Analyst series. It is distinguished from the Senior <br />Policy Analyst by the level of complexity in work assigned, limited scope and responsibility, and lack of <br />lead duties over other positions. <br />KNOWLEDGE, SKILLS AND ABILITY <br />Knowledge of: the principles and practices of public administration; organization and management <br />practices as applied to the analysis and evaluation of policies, procedures, and public processes and <br />issues; research methods and techniques; knowledge of performance based outcomes; county and <br />departmental policies and procedures; knowledge of municipal government, state statutes, administrative <br />rules and the legislative process. <br />Ability to: investigate and analyze administrative and policy issues and develop recommendations; ability <br />to communicate and interact on a professional basis with elected officials, department heads, and county <br />staff; ability to identify issues impacting county policies or positions; interpret and apply complex policies <br />and procedures; coordinate the priorities and activities of elected officials; communicate effectively in both <br />written and oral form; maintain effective relationships with elected and appointed officials, coworkers and <br />the general public from diverse groups and backgrounds.
