Marion County Class Specification BulletinPage of <br />>>> <br />6.Coordinates work efforts with disposal facility owners and operators (i.e., Salem Transfer Station, <br />household hazardous waste facility, and Waste-to-Energy Facility) as needed. <br />7.Responds to customer service questions and complaints. <br />8.Determines workflow problems and develops solutions. <br />9.Develops agreements and secures quotes from vendors for capital outlay, supplies and services. <br />Proposes annual budget for areas of responsibility. <br />10.Operates disposal sites or transfer stations, including operation of heavy equipment, when <br />needed. <br />11.May take part in or direct chemical hazard clean-ups, according to training given, for incidents on <br />roads or at sites. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Associate of art degree or graduation from a technical school with course work closely related to <br />environmental services; <br />2.Five (5) years progressively responsible experience overseeing environmental programs or work <br />directly related to landfill, scale operations or disposal sites, experience; must include two (2) years <br />working in environmental programs that include heavy equipment operations (i.e. ash pile building <br />and maintenance, metal recovery screen plant or compost screen plant); at least two (2) years <br />experience as a supervisor, lead worker or working foreman; <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. Must possess, at <br />> <br />time of hire, and maintain an acceptable driver's record. <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />Must obtain, within 90 days of hire, hazardous material clean-up training and certification. <br />> <br />Must be a certified flagger with the State of Oregon. <br />> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: materials, methods and equipment used in transfer station, landfill, and screen <br />plant operations, maintenance and repair; recycle methods and practices; administrative and <br />management procedures; and basic math skills. <br />Skill and ability to: lead the work of others and oversee the daily operations of multiple environmental <br />programs; give explicit instructions and set standards for performance; operate all equipment used; <br />prepare cost analysis reports, budgetary reports and project cost estimate spreadsheet reports using <br />word processing software; plan and direct the work of specialized workers and attain high quality and <br />production standards; obtain cooperation of and maintain harmonious relations with employees and the <br />public; operate a computer and appropriate software, the Internet, department databases, and photo-log <br />files; effectively communicate in both oral and written form; and perform simple math calculations and <br />make exact change. <br />ADOPTED: <br />11/85 <br />REVISED: <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
