Marion County Class Specification BulletinPage of <br />>>> <br />7.Coordinates solid waste disposal, recycling, composting, special waste, parks, and water quality <br />projects with other agencies (i.e. Department of Environmental Quality), companies and the public. <br />8.Responsible for implementation of new federal and state laws as they affect parks, water quality, <br />solid waste collection, recycling, composting and disposal. <br />9.Develops and proposes projects for inclusion in capital improvement program. <br />10.Manages county parks. Develops master plans, capital improvement programs, and budgets for <br />parks operations. <br />11.Actively participates on the public works leadership team; engages in short-term and long-term <br />planning for the department; acts in capacity of the department director as requested. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in civil engineering or business management or a recognizable equivalent <br />education and knowledge; OR <br />2.Five (5) years of progressively responsible experience in solid waste management; AND <br />3.Five (5) years management experience with progressively responsible supervisory duties; OR <br />4.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: state and federal laws and programs relative to solid waste management <br />facilities, parks, and water quality; state laws and county ordinances relating to waste flow control and <br />franchising of haulers. <br />Ability to: plan and supervise varied types of professional and sub-professional engineering activities; <br />establish and maintain effective working relationships with employees, citizens, county officials, volunteer <br />organizations and contractors on a daily basis to solve difficult problems; prepare clear and concise <br />reports and recommendations; make presentations before the public and county officials. <br />ADOPTED: <br />3/90 <br />REVISED: <br />03/90; 01/95 (retitled); 06/95; 02/02; 08/08; 03/09(retitled); 02/16 <br />MARKET REVIEW: <br />01/11; 04/16 <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br />
