Marion County Class Specification BulletinPage of <br />>>> <br />1.Reviews financial documents and reports for accuracy, proper authorizations, adequate <br />documentation, and appropriate account numbers; identifies and resolves discrepancies and <br />prepares corrective entries. <br />2.Prepares monthly reports of cost records, accounts payable, accounts receivable, claims, and <br />other fiscal functions for all departments. Prepares general ledger trial balances, financial <br />statements and reports, and materials for annual county audit. <br />3.Verifies and audits county departmental accounts payable (AP) and accounts receivable (AR); <br />applies contract language, county policies and rules, and accounting principles to AP/AR requests. <br />4.Establishes and maintains statistical, bookkeeping and accounting control records; prepares and <br />enters approved journal entries, assigns debits and credits to appropriate accounts in general and <br />subsidiary ledgers; reviews and verifies cash receipts and deposit summaries; balances accounts. <br />5.Maintains financial, statistical and inventory records on an automated system; creates, revises and <br />analyzes complex computer spreadsheets and reports; researches and abstracts technical data. <br />6.Assists departments in understanding budget allocations, expenditures, and receivables. <br />7.Provides technical assistance to county departments; interprets county fiscal and budget policies <br />and procedures; assist employees using the county's automated financial information system. <br />Provides training as necessary. <br />Department and Countywide Scope <br />1.Maintains financial, statistical, and inventory records for a department; assembles data from <br />appropriate sources; creates, revises, analyzes, and interprets complex spreadsheets and reports; <br />checks data for accuracy; researches and resolves errors. <br />2.Coordinates input to cost accounting system; edits, reconciles and analyzes cost accounting <br />reports; locates and resolves errors. <br />3.Processes and evaluates customer charge account applications; conducts reference checks; <br />makes determination whether to approve or deny applications. Communicates with customers <br />with delinquent accounts to collect amounts due the county; composes and prepares letters; <br />assists County Counsel where legal action is required. <br />4.Set up payment and reporting schedules for grants and contracts; ensures appropriateness of <br />payments subject to grant restrictions; develops reporting format and compiles reporting <br />documentation; Provides grant related technical assistance and information to county departments <br />and granting agencies. <br />5.Liaison between department and Finance for procurement; reviews department-wide purchase <br />order requests for correct procedures and budget criteria; works with departments or divisions to <br />ensure that proper purchasing guidelines and budget criteria are followed; amends purchase <br />orders; issues blanket purchase orders and releases; and processes new vendor purchase <br />requisitions. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from high school, preferably supplemented by college or business school training in <br />bookkeeping, accounting or government accounting; AND <br />2.Two (2) years of experience in responsible accounting and/or bookkeeping work; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Detailed knowledge of: principles and practices of financial record keeping; accounting and bookkeeping <br />systems, procedures and techniques; financial terminology; financial information systems and <br />spreadsheet software; office practices, procedures and equipment. <br />Skill and ability to: interpret and process financial documents according to appropriate procedures; <br />accurately count, record and balance transactions; perform arithmetic calculations and enter data with <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
