Marion County Class Specification BulletinPage of <br />>>> <br />1.Supervises and administers program services; coordinates services and activities within a specific <br />service area; monitors service area(s) of program responsibility to ensure goals and objectives are <br />met. <br />2.Recommends rules, policies, procedures, goals and priorities to respond to division needs and to <br />improve the effectiveness of program areas and operations. <br />3.Monitors financial and compliance requirements, including assisting in budget preparation and <br />monitoring; revenue and expenditure monitoring; ensuring contracts/grants compliance. <br />4.Supervises and coordinates specific public health services; assigns caseloads; assists and <br />provides direction in difficult service situations; conducts quality assurance audits; evaluates <br />program outcomes and effectiveness; and ensures delivery of services conforms with standards, <br />policies and legal guidelines. <br />5.Provides performance management, including recruitment and hiring; new employee orientation <br />and training; performance evaluations; staff development; supervision; discipline; purchasing; risk <br />management/employee safety; and co-worker feedback. May respond to first-level employee <br />grievances. <br />6.Facilitates staff development efforts; promotes respect; cultural competency; positive work <br />environment; healthy conflict resolution and supports cooperative relationships within the program, <br />department, county and community. <br />7.Responsible for proper reporting, adherence and resolution to complaints and grievances. <br />8.Serves in leadership role in emergency response plans as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Possession of a Master's Degree in a specific, professional field related* to the position, and five <br />(5) years of responsible, professional experience in the field related* to the position, including two <br />(2) years in a lead worker, leadership or supervisory capacity; OR <br />2.Possession of a Bachelor's Degree in a specific, professional field related* to the position and <br />seven (7) years of responsible, professional experience in the field related* to the position, <br />including two (2) years in a lead worker, leadership or supervisory capacity; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />*Examples of related health fields include, but are not limited to public health, health prevention and <br />promotion, health policy, international health, epidemiology, public health outreach, etc. <br />SPECIAL REQUIREMENTS <br />Healthcare Professional CPR certification or obtain within 30 days of hire. <br />> <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />Must possess or obtain within 30 days of hire, and maintain, a valid Class C Oregon Driver's <br />> <br />license and an acceptable driving record in accordance with county driving policy guidelines. <br />Must possess and maintain proof of personal automobile liability insurance, at a minimum, in the <br />> <br />amount required by Oregon Law (ORS Chapter 806) as may be required to utilize personal <br />vehicle. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of principles and techniques of public administration; principles and practices of <br />assigned health care services; and Medical billing procedures. <br />Working knowledge of Tier 2 competencies for public health professionals (Public Health Foundation, <br />2014); Principles in related public health services; State of Oregon Administrative Rules related to <br />specialized public health service area(s); public health administration; health integration practices; <br />supervision and performance management; leadership, wellness, team dynamics and staff development; <br />program planning and budgeting, fiscal management; organizational processes and design; and budget <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
