Marion County Class Specification BulletinPage of <br />>>> <br />EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED <br />TO THE FOLLOWING: <br />1.Develops, manages, and conducts long-range planning for programs and services. Develops and <br />implements program/service procedures. Uses data to develop and monitor program measures <br />and evaluate program/service effectiveness. Ensures that legal and funder requirements are <br />met. Develops contracts and manages the relationship with contracted providers to ensure agreed <br />upon deliverables are met. <br />2.Uses data to identify need for additional or enhanced services and proactively seeks, plans and <br />applies for grants and other funding with approval. Analyzes services and health data and <br />incorporates results into program planning and implementation. <br />3.Seeks opportunities to collaborate and/or integrate services with other health department <br />programs. Increases community capacity for public health through leading and/or participating on <br />coalitions and engaging with partners and community members. Participates in Oregon's <br />Conference of Local Health Officials (CLHO) and other state and regional work groups and <br />committees. <br />4.Periodically serves as the Public Health 24/7 on-call duty officer and may provide direct public <br />health nursing services. <br />5.Provide education to community on public health issues and participate in epidemiological <br />investigations as applicable. <br />6.Consults with division director and administrative division on matters of policy; program <br />formulation; budget, grant and contract recommendations or decisions. <br />7.Recommends and evaluates new and revised rules, policies, procedures, goals and priorities to <br />respond to division needs and to improve the effectiveness of program areas and operations. <br />8.Responsible for financial and compliance management, including budget development; revenue <br />and expenditure monitoring; unit cost of service; client fees determination; contracts/grants <br />compliance; services reports; developing proposals; contract monitoring. <br />9.Provides performance management, including recruitment and hiring; new employee orientation <br />and training; performance evaluations; staff development; supervision; discipline; purchasing; risk <br />management/employee safety; and co-worker feedback. May participate in labor negotiations. <br />Responds to staff and client grievances. <br />10.Facilitates staff development efforts; promotes respect; cultural competency; positive work <br />environment; healthy conflict resolution and supports cooperative relationships within the program, <br />department, county and community. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in a specific professional health field related* to the position and three (3) years <br />of experience as an RN, including one (1) year of lead worker or leadership experience; OR <br />2.A registered nurse with any satisfactory equivalent combination of education, training and/or <br />experience relevant to the position. <br />SPECIAL REQUIREMENTS <br />Possession of Oregon Nursing License or obtain the license within 60 days of hire. <br />> <br />Healthcare Professional CPR certification or obtain within 30 days of hire. <br />> <br />Must possess and maintain proof of personal automobile liability insurance, at a minimum, in the <br />> <br />amount required by Oregon Law (ORS Chapter 806) as may be required to utilize personal <br />vehicle. <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />Must possess or obtain within 30 days of hire, and maintain, a valid Class C Oregon Driver's <br />> <br />license and an acceptable driving record in accordance with county driving policy guidelines. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
