Marion County Class Specification BulletinPage of <br />>>> <br />and completion of the personal property tax lien process, real property foreclosure process, and <br />the releases of paid accounts from the foreclosure process in cooperation with Legal Counsel. <br />4.Performs a variety of technical duties including conducting research and analyzing results for <br />various entities; monitoring and updating the tax department web site; creating and utilizing <br />customized reports; and testing new products and releases. <br />5.Administers and monitors the contractual services agreement with selected title company for <br />purposes of coordinating the completion of lien searches; confers and coordinates with Legal <br />Counsel for the deeding of foreclosed properties to Marion County. <br />6.Plans and/or coordinates the mailing of a variety of bills and or notices required for the billing and <br />collection of the Marion County tax rolls. <br />7.Provides backup to the Tax Clerk who is responsible for receiving and posting payments; assists <br />with balancing cash terminals. <br />8.Provides backup to the Tax Clerk who is responsible for processing refunds. <br />9.Assists the Assessor's Office with tax issues. <br />10.Develops training materials and conducts classes for in-house staff related to the Tax Department <br />processes and procedures and for the effective use of a wide variety of computer software <br />programs. <br />11.Processes returned checks; adjusts accounts; notifies taxpayers. <br />12.Files documents; disposes of documents according to archive guidelines. <br />13.Maintains and continually updates addresses and mortgage files. <br />14.Provides customer service to the public by e-mail, over the telephone and in person by providing <br />information related to property, taxes and assessments; answers inquiries; computes interest and <br />discounts; gives pay-off information; and searches records for information. <br />15.Enters data into computer system (i.e., payments, foreclosures, bankruptcies, refunds, etc.); <br />completes forms. <br />16.Performs general office duties related to answering the phones, typing, making copies, filing, and <br />distributing mail. <br />17.Performs related duties as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Associate's Degree in accounting or closely related area; AND <br />2.Three (3) years high volume cashiering, accounting, and/or bookkeeping experience; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />4.In addition to the above, applicant must have two (2) years experience in a tax collection office <br />within Oregon that utilizes data processing procedures. This may be concurrent with above. <br />5.This experience cannot be substituted by other experiences. <br />KNOWLEDGE, SKILL AND ABILITY <br />Considerable knowledge of: Oregon property tax regulations and procedures, specifically in regards to <br />planning, organizing, and scheduling mailings, data exchange processes, lien warrants and foreclosures, <br />or other tasks required by law; basic alphabetic and numeric filing systems and accounts classifications; <br />basic modern office procedures; accounting and bookkeeping practices, specifically in regards to <br />recording tax monies; methods and techniques of statistical research and analysis; and advanced cash <br />handling methods and procedures. <br />Skills to: utilize Microsoft Office software to prepare clear and concise reports; collect, compile, and <br />analyze complex information; analyze and resolve discrepancies in records; utilize assessment and <br />taxation software application at an expert level; utilize standard e-mail systems; operate standard office <br />machines; manage multi-line phones; keyboard at an acceptable rate; accurately complete arithmetic <br />calculations of a moderately complex nature; operate a 10-key calculator efficiently; balance cash <br />receipts and prepare daily deposits; and track monthly collections. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
