Marion County Class Specification BulletinPage of <br />>>> <br />the area of human resources. Seeks out new trends and developments in the technical area of <br />human resources, makes recommendations and implements as approved within the county. <br />6.Conducts investigations including bargaining unit grievances, potential civil rights violations, claims <br />of sexual harassment, internal complaints, violations of county policy, etc; conducts environmental <br />scans as requested; interviews witnesses; seeks legal advice and counsel as needed; and writes <br />reports of findings and recommendations. <br />7.Collaborates with department heads and managers to develop performance standards and <br />employee expectations; participates in disciplinary and employee due process meetings; <br />8.makes recommendations for disciplinary actions; and assists with or writes disciplinary actions. <br />9.Develops training and development programs including performance management, supervisory <br />techniques and management development; conducts new employee orientation or informational <br />meetings in support of human resources programs.Training may be in small or large group <br />settings, in a variety of geographic locations and facilities. <br />10.Confers with department heads and other county officials regarding the impact of planned <br />reorganizations; assists in human resources process of the implementation. <br />11.Participates as a member of county bargaining team in labor negotiations; conducts research or <br />surveys in preparation for negotiations. Serves as a member of task force(s) or special committee <br />(s), as required. <br />12.Develops strategies for collective bargaining; monitors contracts; reviews and evaluates policies <br />and procedures and recommends changes. <br />13.Administers labor contracts; advises appropriate staff regarding contract status and provisions; <br />gathers evidence, interviews witnesses, handles other details in preparation for arbitration <br />proceedings and hearings officers. <br />14.May present grievance arbitrations, binding interest arbitration, unfair labor practices and unit <br />clarification cases, and acts as liaison with the State Employee Relations Board. Assists <br />department managers in the administration, review, resolution and defense of grievances and <br />other appeal procedures; represents the county and makes presentations of the county's case in <br />interest and grievance arbitration. <br />15.Mediates disputes and assists in conflict resolution; advises management in corrective action and <br />performance management. <br />16.Works with human resources manager and management team(s) to develop short and long-range <br />labor relations strategies. <br />17.Assists in delivering supervisory training on various human resources and labor related topics. <br />18.Represents the county to union representatives, attorneys and arbitrators; works with managers <br />and the unions to resolve problems. <br />19.Presents tentative agreements for ratification to board of commissioners and teams as <br />appropriate. <br />20.Monitors legislative action reports, bills and new legislation affecting the county; provides advice to <br />the human resources manager; works closely with human resources staff to ensure that they are <br />updated in regards to employment and labor law changes and trends. <br />21.Participates in county and department labor-management committees, health insurance <br />committees and other committees and groups as designated by the human resources manager. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from a four (4) year college or university with major course work in human resources, <br />business or public administration, organizational behavior or development or directly related field; <br />AND <br />2.Four (4) years of increasingly responsible, specialized, complex, human resources professional <br />level experience related to the position; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
