Marion County Class Specification BulletinPage of <br />>>> <br />5.Works with the Assessor and the Chief Office Deputy in the budgetary process which includes the <br />formulation of a proposed departmental budget including forecasting of additional funds needed for <br />staffing, equipment, materials and supplies; presentation of the budget to Marion County's Budget <br />Committee during budget hearings; implementation and management of approved departmental <br />budget. <br />6.Interviews and selects new employees; provides or coordinates staff training; works with <br />employees to correct deficiencies; implements disciplinary procedures and employee terminations. <br />7.Engages in public relations and liaison activities with the business community and governmental <br />agencies. Develops and makes presentations of topics of interest regarding assessment and <br />taxation issues to local businesses, community organizations and governmental agencies. <br />8.Coordinates exchange of information between the Assessor's Office, Tax Collection Office and <br />governmental agencies to promote increased productivity. <br />9.Explains relevant laws and department regulations to the public and through correspondence; <br />assists in the resolution of complex public relations problems; investigates complaints that are <br />referred by subordinates. <br />10.Prepares required reports, correspondence, special projects and other duties as assigned by the <br />County Assessor. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Four (4) years of progressively responsible experience in the appraisal of real and personal <br />property, including at least two (2) years with budget responsibilities and one year of supervisory <br />or specialized technical work; AND <br />2.Graduation from a four (4) year college or university with major course work in engineering, <br />architecture, agriculture, economics, or business administration; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />4.Continuing education is a requirement for this position as outlined by Oregon Statute and <br />Department of Revenue Administrative Rule \[OAR 150-308.059-A\]. <br />SPECIAL REQUIREMENTS <br />Experience with information technology system/product administration preferred. <br />> <br />Registered as qualified appraiser by the Oregon State Civil Service Commission under provisions <br />> <br />of ORS 308.010. <br />Must possess, at time of application, and maintain a valid Class C Oregon driver's license and <br />> <br />acceptable driving record. <br />Must possess and maintain proof of personal automobile liability insurance at a minimum in the <br />> <br />amount required by Oregon Law \[ORS Chapter 806\]. <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Extensive knowledge of: the principles, practices and procedures of administrative management; <br />knowledge of budgeting procedures and techniques; principles and practices of supervision, training and <br />personnel management; Oregon State Statutes and Administrative Rules regulating assessment and <br />taxation; principles and practices of assessment, apportionment, levy and collection of public taxes; <br />principles and practices of real and personal property appraisal; accounting principles and methods; <br />knowledge of office procedures. <br />Ability to: organize, direct and implement a comprehensive appraisal program; prepare and administer a <br />budget; supervise, train and evaluate assigned staff; resolve difficult assessment and taxation problems; <br />supervise operations in accordance with State statutes, administrative rules and regulations governing <br />assessment and taxation; communicate effectively both orally and in writing, ability to maintain accurate <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
