Marion County Class Specification BulletinPage of <br />>>> <br />1.Assists the Chief Administrative Officer (CAO) in performing executive management level duties <br />including organizational planning, budget leadership, and administrative work in support of the <br />operations of county government. <br />2.Participates in the implementation of goals and objectives for the county; provides leadership on <br />projects of countywide significance; reviews and makes final recommendations and reports to the <br />CAO and BOC. <br />3.Provides a variety of administrative support services for the Board of Commissioners on a <br />continuing and special request basis. <br />4.Acts with full authority in the absence of the CAO. <br />5.Directs the daily operations of the Board of Commissioners Office and is responsible for the annual <br />budget. <br />6.Works in partnership with the Finance Department on the preparation of the county budget and <br />development of policy and rules for budget preparation. Evaluates department budget proposals <br />and makes recommendations. Makes independent budget decisions on behalf of the Budget <br />Officer. <br />7.Facilitates the communication and decision making process between departments, the CAO, and <br />Board of Commissioners; provides direction to department heads and elected officials regarding <br />procedural, policy, budget, and system concerns of county importance. <br />8.Oversees the timely and accurate development of agendas for the Board of Commissioners <br />meetings and assures that all required department work submitted is complete, of high quality, and <br />presented in a manner that facilitates decision making. <br />9.Provides supervision and direction to appointed department heads, as assigned by the <br />CAO. Develops performance expectations and prepares annual performance evaluations at the <br />direction of the CAO and BOC. <br />10.Reviews and approves county department contracts and department grant applications within <br />delegated authority. <br />11.Meets and confers with representatives of county departments and other community and <br />government agencies and groups; may represent the county at various public meetings, advisory <br />committee meetings, legislative sessions, boards and commissions. <br />12.Coordinates and participates in the hiring process for department heads and provides input for <br />department head performance evaluations and goal setting. <br />13.Participates on the management team for the Health Insurance Study Committee (HISC). <br />14.Performs other related duties and special assignments as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from an accredited four (4) year college or university with major course work in public <br />administration, business administration or a related field. Preference given for a master's degree in <br />public or business administration.; AND <br />2.Five (5) years of increasingly responsible experience in public administration or management in <br />local government as a city or county manager, large public agency administrator, department head <br />or a closely related position, which includes at least two (2) years of supervisory responsibilities; <br />OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. <br />> <br />Must possess, at time of hire, and maintain an acceptable driver's record. <br />> <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
