Marion County Class Specification BulletinPage of <br />>>> <br />4.Identifies the costs and benefits of different information technology solutions and presents their <br />proposals to department heads and senior management. <br />5.Advises the director and department on an investment strategy to ensure that decisions align with <br />the defined information technology architecture framework. <br />6.Ensures departmental adherence and compatibility with operational policies, processes, <br />procedures and standards. <br />7.Manages the development, implementation, and maintenance of the technology policy, standards, <br />guidelines, and procedures. <br />8.Manages a portfolio of information technology projects and systems of significant risk and value <br />which are critical to operations, highly complex, and have broad impact on the county. <br />9.Position oversees the execution of portfolio performance metrics to ensure information technology <br />delivers value to the county. <br />10.Keeps abreast of latest compliance and legislation, regulations, advisories, alerts and <br />vulnerabilities pertaining to information technology investments. <br />11.Participates in departmental budgeting process, is accountable for managing budgets associated <br />with assigned information technology responsibilities, purchasing process and evaluating and <br />implementing purchasing decisions as needed. <br />12.Provides effective supervision for administrative, management and technical positions including <br />coaching employees to meet or exceed performance standards; ensures work environment <br />standards are met; and develops performance standards. <br />13.Fosters an environment of performance and accountability where employees feel valued and <br />respected, and are empowered to achieve success. <br />14.Conducts presentations to all levels in the county--using various media--in a manner that <br />generates clear understanding of the information and the issues. Represents the county to outside <br />public and private agencies. <br />15.Attends and participates in professional meetings and stays abreast of new trends and innovations <br />in the field of information systems. <br />16.Actively participates in maintaining a safe and respectful working environment. <br />17.Performs related duties and responsibilities as required. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Eight (8) years of increasingly responsible information system management experience, including <br />five (5) years managing professional, supervisory and technical staff: AND <br />2.Bachelor's degree in a science, technology. engineering, or math (STEM) curriculum, public <br />administration, business administration or other discipline related to the field; OR <br />3.Any satisfactory equivalent combination of education, training, and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS, AND ABILITIES <br />Knowledge of technology hardware and software; application development lifecycle; components of the <br />Open Systems Interconnection stack (OSI model); technical architecture; project portfolio management; <br />cyber security and risk mitigation; IT process frameworks, standards and best practices; local, state, and <br />federal laws, rules, policies and regulations affecting the information and systems; budget development, <br />business case creation, and strategic planning; and effective management and organizational <br />communication principles and practices. <br />Skill and Ability to manage and oversee comprehensive information systems; manage diverse <br />technologies, employees, and customer groups; communicate effectively in writing and orally, including <br />the ability to make public or staff presentations; establish and maintain effective working relationships <br />with a variety of individuals and groups, including customers in high-stress situations; and assist in labor <br />negotiations. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
