Marion County Class Specification BulletinPage of <br />>>> <br />4.Responsibility for the operation and maintenance of the electrical, mechanical, HVAC systems, <br />energy conservation, custodial, construction and remodeling of facilities, record keeping and <br />conformance with federal, state and local building and safety codes. <br />5.Establishes and updates written policies and procedures that govern the work of the program. <br />6.Provides oversight for developing bid specifications and obtaining cost estimates, overseeing and <br />coordinating contractor work and ensuring quality control. Maintains fiscal responsibility and <br />accountability of purchase orders, contracts and projects. <br />7.Determines priorities for work shifts and specific duties to be performed; plans for modernization <br />and replacement of equipment and facilities; analyzes future space needs for both owned and <br />leased space; identifies available space if a facility is not available for use. Develops and updates <br />facilities master plan for the county. <br />8.Maintains responsibility for the development and monitoring of the program budget; the requisition <br />of tools, supplies and equipment; prioritization of departmental needs; and conformance with <br />county policies and procedures. <br />9.Maintains responsibility for the selection, training and evaluation of technical support staff. <br />Effectively organize multiple assignments, sometimes of a complex nature or involving competing <br />priorities, to produce work products that are accurate, thorough, and timely. <br />10.Must be available for contact after hours and on weekends in the event of an emergency, or <br />appoint a designated contact. <br />11.Attends and represents the county at local and statewide meetings as requested. <br />12.Initiates and proposes facility-related capital improvement projects for the county. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in engineering, architecture or a related field; AND <br />2.Five (5) years of increasing responsibility and experience in building operation and maintenance; <br />AND <br />3.Two (2) years of supervisory/management experience, may be concurrent with #2 above; OR <br />4.Any satisfactory equivalent combination of education, training, and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. Must possess, at <br />> <br />time of hire, and maintain an acceptable driver's record. <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Extensive knowledge of: Principles, practices and methods of building operations including but not <br />limited to custodial operations, mechanical, electrical and plumbing equipment and materials used in the <br />operation of large commercial or public buildings; heating plant and refrigeration operation and <br />equipment; federal, state, and local construction codes; modern construction practices and procedures; <br />familiarity with project planning, design, implementation, and phase tracking methods; familiarity with <br />budget-to-actual financial reports; supervision methods for a variety of positions and skill levels. <br />Skills and abilities to: interpret and implement countywide facilities improvement and maintenance plans <br />consistent with goals established by the Board of Commissioners; interact with various county <br />departments in accomplishing those goals; interact with various private contractors, landlords, leasing <br />agents and building officials as necessary; motivate and monitor county staff members working to <br />accomplish assigned tasks.
