Serves on state and <br />regional planning and economic development committees. <br />5.May serves as Secretary to the Marion County Planning Commission. <br />6.Oversees the review, analysis, and preparation of quasi-judicial and legislative reports and <br />recommendations on significant administrative applications such as conditional uses, plan <br />amendments, and zoning changes. <br />7.Maintains an awareness of new legislation or statutes, techniques, and equipment used in <br />providing planning services. Provides recommendations on legislation or rule revisions as <br />required. <br />8.Prepares new or revised ordinances and codes necessary to implement planning programs and <br />policies; coordinates implementation of new programs with other agencies and departments to <br />ensure conformance and compliance with existing programs and policies. <br />9.Responds to public inquires regarding planning programs. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's Degree from an accredited four year college or university with major course work in <br />planning or a related field; AND <br />2.Five (5) years progressively responsible experience in land use planning; OR <br />3.Master's Degree in urban and regional planning or a related field AND <br />4.Three (3) years of progressively responsible experience in land use planning; AND <br />5.One (1) year of leadwork experience (may be concurrent with the experience above); OR <br />6.Any satisfactory equivalent combination of education, training, and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license.Must possess, at <br />> <br />time of hire, and maintain an acceptable driver's record. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: Principles, methods, and procedures of city, county, regional and statewide <br />planning; environmental, social, economic, and legal issues related to county planning and development; <br />land use and design principles and practices; statistical methods and their application to planning and <br />economic development projects; principles of community organization and citizen involvement; visual <br />communication principles and practices; basic math; public speaking techniques; English grammar and <br />composition. <br />Working knowledge of: Principles and practices of personnel management, program planning and <br />financial administration. <br />Considerable Skill to: Plan, organize, train and oversee the work of planning professionals; communicate <br />effectively both orally and in writing; prepare and deliver oral presentations to public and private groups; <br />organize and conduct comprehensive research studies utilizing various sources of information; analyze <br />and evaluate complex data and make recommendations; direct the preparation of maps, charts and other <br />graphic materials which illustrate planning studies; prepare clear and concise reports; interpret and apply <br />appropriate laws, regulations, and codes; establish and maintain cooperative working relationships with <br />the public and other County personnel. <br />ADOPTED: <br />06/94 <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
