Marion County Class Specification BulletinPage of <br />>>> <br />7.Conducts business analysis and research for medium sized projects that affect a limited number of <br />departments/divisions. <br />8.Analyzes current and projected data processing needs, resources and system performance to plan <br />new or modified applications for projects with medium-sized scope; conducts research of new <br />systems and modifications; conducts feasibility studies and cost/benefit analyses and recommends <br />the most cost-effective approach to meet data processing requirements; provides advanced <br />technical support and training to system users. <br />9.Assists with project management activities by helping to develop project definition, scope, <br />cost/benefit, timelines, tasks and resource planning, quality assurance tools/techniques and <br />communicates to stakeholders. <br />10.Prepares detailed specifications as assigned for projects with medium/departmental scope; <br />prepares flow charts and diagrams from which programs will be written; provides technical <br />guidance on assignments to IT personnel in lower classifications. <br />11.Creates system prototypes; writes, modifies, tests and documents programs; coordinates systems <br />maintenance, testing, and production runs; devises schedules for implementation. <br />12.Interfaces with computing professionals, users and vendors to resolve problems. <br />13.Assists with purchases evaluation, installs and troubleshoots software and systems networks; <br />troubleshoots application specific system security issues. <br />14.Assists user divisions or programs in developing data processing objectives and goals; keeps <br />informed on changes, trends and technologies related to data processing applications. <br />15.May assist other systems staff on coding assignments or projects. <br />16.Examines mapping products to determine and develop programs and methods of production. <br />17.Translates geographic and demographic data into formulas for data entry; writes programs for the <br />creation of mapping products. <br />18.Maintains and updates multiple layers of information in the database that will be used to produce <br />GIS products. <br />19.Performs other related duties as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in Computer Science, Information Systems, Computer or Electrical Engineering, <br />or a related field; AND Two (2) years of professional experience in at least one (1) of the following <br />disciplines: Systems Development, Business Analysis or Data Architecture.; OR <br />2.Six (6) years of professional experience in at least one (1) of the following disciplines: Systems <br />Development, Business Analysis or Data Architecture. <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Considerable knowledge of: Systems analysis, design and testing methods; applications programming <br />techniques, systems maintenance and security; application development tools; principles and practices of <br />data communication; computer hardware and systems software in supporting application systems; data <br />base management systems, principles, and techniques; applicable computer programming languages; <br />principles of geographic mapping and cartography, mathematics, statistics and spatial data analysis; <br />computer mapping techniques. <br />Skill and ability to: Communicate effectively both orally and in writing; convey technical and complex <br />information to persons not directly involved with data processing; design and analyze systems; evaluate <br />system performance; establish controls and security measures; code, test, and document applications; <br />plan and coordinate program efforts to achieve data processing requirements and objectives; develop <br />and implement data processing projects; establish and maintain cooperative working relationships with <br />system users and other county personnel. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
