Marion County Class Specification BulletinPage of <br />>>> <br />6.Participates actively in high-level strategic planning. <br />7.Conducts business analysis and research for county-wide, complex, enterprise projects. <br />8.Analyzes current and projected data processing needs, resources and system performance to plan <br />new or modified applications for projects with County-wide/enterprise scope; conducts research of <br />new systems and modifications; conducts feasibility studies and cost/benefit analyses and <br />recommends the most cost-effective approach to meet data processing requirements; provides <br />advanced technical support and training to system users. <br />9.Provides project management for all in-house development and third-party applications to include <br />scope management, cost management, resource allocation, quality management and <br />communication.Establishes project tasks and deadlines and ensures timely completion by <br />managing scope, cost, project personnel and quality constraints. <br />10.Prepares detailed specifications, flow charts and diagrams from which programs will be written; <br />provides technical guidance on assignments to IT personnel in lower classifications. <br />11.Creates system prototypes; writes, modifies, tests and documents programs; coordinates systems <br />maintenance, testing, and production runs; devises schedules for implementation. <br />12.Evaluates new applications/systems to determine if they meet user requirements; monitors and <br />maintains systems. <br />13.Evaluates, purchases, installs and troubleshoots software and systems networks; maintains user <br />accounts and system security. <br />14.Assists user divisions or programs in developing data processing objectives and goals; keeps <br />informed on changes, trends and technologies related to data processing applications. <br />15.Leads other systems staff on coding assignments or projects. <br />16.Participates in interviewing/hiring process. <br />17.Maintains and updates multiple layers of information in the database that will be used to produce <br />GIS products. <br />18.Examines mapping products to determine and develop programs and methods of production. <br />19.Translates geographic and demographic data into formulas for data entry; writes programs for the <br />creation of mapping products. <br />20.Administers a standard GIS that is used in a department to accomplish its GIS objectives.Duties <br />include: administration of GIS server with multiple workstation attached, administration of GIS <br />software and installment of new and approved software and development of data structure <br />required to maintain GIS data. <br />21.Performs related duties as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's Degree in computer systems; AND <br />2.Four (4) years of responsible technical experience in systems analysis or related disciplines, <br />which include two (2) years in the specific development/technical expertise for which we are <br />recruiting (i.e. Oracle, .net, web development); AND <br />3.Two (2) years experience providing lead direction to other Programmer Analysts, which may be <br />concurrent with other experience; OR <br />4.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: Systems analysis, design, and testing methods; applications programming <br />techniques; systems maintenance and security; application development tools; principles and practices of <br />data communication; computer hard-ware and systems software in supporting application systems; data <br />base management systems, principles, and techniques; applicable computer programming languages; <br />data integrity control, principles of geographic mapping and cartography, mathematics, statistics and <br />spatial data analysis; computer mapping techniques. <br />Skill and ability to: Communicate effectively both orally and in writing; assign work and evaluate staff <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
