<br />1.Bachelor's degree from an accredited four-year college or university with major course work in
<br />business or public administration, management, engineering or related field; AND
<br />2.Eight (8) years of increasingly responsible Public Works experience in administrative or
<br />managerial capacity responsible for the planning, organization, implementation, and supervision of
<br />varied Public Works programs; OR
<br />3.Any satisfactory equivalent combination of education, training, and/or experience relevant to the
<br />position.
<br />SPECIAL REQUIREMENTS
<br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. Must possess, at time of
<br />hire, and maintain an acceptable driver's record. (This requirement may be modified under exceptional
<br />circumstances.)
<br />KNOWLEDGE, SKILLS AND ABILITIES
<br />Knowledge of: Public administration principles and practices, including employee workforce utilization
<br />and administration, budgeting, accounting, and grant administration; public procurement and contract
<br />administration; transportation system management; materials, equipment and procedures used in
<br />construction and maintenance of roads, bridges, drainage and solid waste disposal systems; principles
<br />and practices of land use planning, building inspection, planning, zoning, and emergency management;
<br />facilities and fleet management; public engagement strategies and public relations; regulations,
<br />legislation, statutes, laws and administrative rules that govern transportation, engineering, construction,
<br />land use, and solid waste management, surveying, parks and other public works activities.
<br />Skills and Abilities: Effective leadership and management; policy development and interpretation;
<br />excellent verbal and written communication skills; creative problem solving, collaboration and team
<br />building skills; systems thinking, supervision through planning, assigning and reviewing work
<br />performance, employee relations and preparing and managing public relations; changing and influencing
<br />organizational culture, management principles of planning, organizing, directing, supporting, influencing
<br />and decision making; preparing and managing a large and complex budget, federal and state funding
<br />streams, reserve requirements and capital project management; ability to identify and analyze high level
<br />policy issues and develop response strategies for the Board of Commissioners and/or county
<br />administration; program and project management; supervision including planning and assigning work,
<br />supporting staff to work effectively and efficiently, directing work flow to promote county mission and an
<br />enterprise approach; conducting performance evaluations; addressing grievances by employees and/or
<br />the public; addressing disciplinary issues and resolving conflict as appropriate, holding staff and
<br />contractors accountable for results; communicating, interacting, and negotiating on a professional basis
<br />with workforce members, elected officials, department heads, unions, community volunteers, business
<br />representatives and the public; originating and implementing a broad range of proposed programs and
<br />initiatives that start as a vision or concept; working effectively with the media and interested
<br />constituencies and public groups; and making presentations before diverse community groups.
