<br />1.Responsible for developing, implementing, overseeing, and evaluating goals, objectives, policies,
<br />strategies, procedures, methods, and performance measurements necessary for the effective and
<br />efficient delivery of county Public Works programs and services.
<br />2.Prepares and presents contracts, departmental studies, plans, and reports; provides
<br />recommendations to the Board of Commissioners, stakeholders, and public and private entities in
<br />a professional manner that facilitates review, input, and decision making on issues affecting the
<br />department.
<br />3.Responsible for fiscal and personnel administration through budget development and
<br />management; determines priorities and scheduling of projects, coordinates the utilization of
<br />department resources among divisions, sets goals, and evaluates performance objectives.
<br />4.Supervises all the division managers responsible for planning, organizing, implementing, and
<br />monitoring the programs and services of the Public Works Department.
<br />5.Maintains an awareness of and ensures compliance with existing and new regulations, legislation,
<br />statutes, laws and administrative rules that govern engineering, transportation, construction, land
<br />use planning, environmental services and other public works activities; provides recommendations
<br />on proposed legislation and administrative rules, as required.
<br />6.Incorporates best practices for county design, construction, and maintenance standards for public
<br />works improvements by the public and private sector within public right-of-way under county
<br />control, and the acquisition and/or inspection of such improvements for compliance with
<br />established standards; develops and monitors Capital Improvement Plan and capital project
<br />implementation.
<br />7.Reviews the design of complex and difficult construction projects and activities. Reviews traffic
<br />engineering designs, studies, investigations, records and reports, and approves installation,
<br />construction, and operation of traffic control devices.
<br />8.Responsible for all road maintenance activities, including annual drainage and vegetation
<br />management, summer road sealing projects, and responding to public questions and/or
<br />complaints.
<br />9.Oversees the management of the county franchises for the solid waste system, the contract for the
<br />waste-from-energy facility, and for the recycling coordination and public education regarding
<br />overall waste management.
<br />10.Responsible for overseeing and ensuring the effective delivery of building inspection, permits,
<br />planning and zoning programs.
<br />11.Acts as the Director of Emergency Management responsible for overseeing the Emergency
<br />Operations Center (EOC) and the development of a countywide emergency management program
<br />through a cooperative planning effort with all twenty incorporated cities to provide a coordinated
<br />response to major emergencies or disasters.
<br />12.Responsible for overseeing the county parks program, including the maintenance and
<br />improvements to the county's 18 day-use parks and one campground.
<br />13.Ensure the efficient and effective operation of the countywide light duty fleet and the Public Works
<br />shops, which provide services to the county in the area of maintenance, repair and parts for
<br />vehicles and heavy equipment; management and installation of roadway signs, installation of
<br />radios and other communication equipment, and the operation of two ferries governed by Coast
<br />Guard regulations.
<br />14.Responsible for overseeing the county surveyor's program whose primary duties include filing,
<br />indexing, and preserving all surveys done within the county and the preservation and restoration of
<br />survey documents.
<br />15.Responsible for county services districts; oversees sanitary and storm sewer investigations and
<br />studies to assist in formation of sewer districts; provides for a master plan for storm and sanitary
<br />sewers within budget authorization.
<br />16.Represents the county at meetings, hearings, and conferences as they relate to Public Works
<br />programs and services.
