Marion County Class Specification BulletinPage of <br />>>> <br />have on the transportation system; responsible for the recommendations to the director and <br />planning staff regarding the planning and engineering aspects of proposed land use changes. <br />4.Drafts intergovernmental and other agreements; coordinates joint projects with other agencies, <br />e.g. Federal Highway Administration, Oregon Department of Transportation, cities, counties, <br />Council of Governments and Area Commission on Transportation. <br />5.Prepares and updates specifications and engineering standards to be used in the design and <br />construction of county roads and drainage facilities for use by both in-house and outside entities <br />(e.g., consulting engineers) to ensure county requirements are met. <br />6.Develops and implements long-term planning, scheduling, and management tools; participates <br />with local groups and associations regarding financial, technical, intergovernmental, and <br />community issues; analyzes and presents functional needs such as those required for staffing, <br />equipment and vehicles. <br />7.Represents the department, and often the county, in matters related to engineering, through <br />attendance at public meetings, and in negotiating agreements as they relate to engineering and <br />public works matters; communicates extensively both orally and in writing. <br />8.Within area of responsibility, conducts investigations, studies and reports as directed by the <br />director, by complaints or inquiries, or by the incumbent's observation of need. <br />9.Oversees preparation of contract documents, price agreements, requests for qualifications, <br />requests for proposals, consultant selection and negotiation of consulting fees. <br />10.Prepares and monitors division budgets; oversees public involvement programs relating to capital <br />improvements and other complex issues; approves expenditures and makes policy decisions <br />within limits as authorized by the director and/or county policies and procedures. <br />11.Monitors grant funding opportunities and actively pursues federal and state grants for project <br />design and construction. <br />12.Assists the Building Official and plans examiners with engineering \[eg. Structural\] plan reviews or <br />specific problems. <br />13.Actively participates on the public works leadership team; engages in short-term and long-term <br />planning for the department; acts in capacity of the department director as requested. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in engineering with an emphasis on civil engineering or a recognizable <br />equivalent education, and knowledge of the principles of engineering; AND <br />2.Five (5) years of progressively responsible experience in the practice of civil engineering; AND <br />3.Three (3) years of responsible supervisory and upper-level management level experience (may be <br />concurrent with the five years of engineering experience); OR <br />4.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Registration as a Professional Engineer (preferably Civil) with current registration in the State of <br />> <br />Oregon is required for this classification. (Registration in another state, where registration was <br />acquired by examination, will temporarily fulfill this requirement; however, incumbents must obtain <br />Oregon Professional Engineer registration within six months of appointment.) <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license.
