<br />Marion County Class Specification BulletinPage of <br />>>> <br />Benefits and Risk <br />Manager <br />Class Code: <br />360 <br />Bargaining Unit: 02 - Supervisory <br />MARION COUNTY <br />SALARY RANGE <br />$2,941.60 - $3,940.80 Biweekly <br />$6,373.47 - $8,538.40 Monthly <br />OVERVIEW: <br />FLSA: EEOC: Department: <br />Exempt02 Professionals Business Services <br />GENERAL STATEMENT OF DUTIES <br />The Benefits and Risk Manager is responsible for the strategic direction and administration of Marion <br />County benefit programs including medical, dental, flexible benefits, employee assistance, life insurance, <br />disability benefits, and retirement programs. The incumbent administers the county's insured and self- <br />insured programs for general and auto liability, property, employee benefits and workers compensation <br />programs. <br />SUPERVISION RECEIVED <br />Works under general supervision of the Business Services Director who provides general policy <br />guidelines and evaluates performance through conferences and observation of results obtained for <br />overall effectiveness through the analysis of reports and conferences. <br />SUPERVISION EXERCISED <br />Provides supervision, direction, and leadership for benefits and risk management professionals, technical <br />and administrative staff. Participates in the selection, trains, and evaluates personnel; provides for staff <br />training and professional development; works with employees to correct performance deficiencies; <br />implements disciplinary procedures, as needed. <br />EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED <br />TO THE FOLLOWING: <br />1.Responsible for researching, designing, recommending, and working with the Health Insurance <br />Study Committee (HISC) and other county stakeholders to implement program designs; and <br />serves as the lead person for HISC. <br />2.Oversees the management of the benefit renewal process for all county-wide benefits; negotiates <br />with vendor or administrator for renewal; examines possible plan designs or benefit cost changes; <br />and makes recommendations to the board of commissioners. <br />3.Develops long-range objectives regarding benefit/risk programs in conjunction with the <br />benefits/risk team; and evaluates and revises internal processes to reduce costs and increase <br />efficiency. <br />4.Monitors administrative costs of benefit programs and recommends cost containment strategies <br />including alternative methods for administration and funding.
