Marion County Class Specification BulletinPage of <br />>>> <br />5.Negotiates contracts with third party agencies to provide and employee assistance program, a <br />flexible benefits plan, COBRA and retiree program administration, health savings accounts, and <br />retirement savings plans including 401(k) and deferred compensation. <br />6.Works directly with carrier representative to resolve major issues regarding benefit programs. <br />7.Develops communication tools to enhance understanding of the county's benefit package. <br />8.Responsible for the development of countywide policies, procedures and programs as they relate <br />to benefits and wellness programs, and interprets these policies to elected officials, department <br />heads, employees and the community; assesses the priority and impact of proposed policies; <br />assists in the development of policies, procedures, and programs related to risk management. <br />9.Ensures benefit, risk, and wellness programs comply with county, state, and federal statutes, rules <br />and regulations, including OSHA, workers' compensation, and the Oregon Tort Claims Act. <br />Designated ADA compliance contact for clients and consumers of county services. <br />10.Reviews and analyzes data to identify countywide and department trends. Prepares detailed data <br />analysis, reports, and recommendations. Works with the Business Services Director to provide <br />guidance to department heads and elected officials on the integration of risk management <br />practices into county operations. <br />11.Directs work of internal and external claim adjusters; reports losses to carriers and provides <br />carriers with information on the current status of losses, authorizes related expenditures. <br />12.Collaborates with Human Resources Manager on employee benefits, employment practices, <br />liability and loss prevention related to human capital. <br />13.Assists in determining and implementing risk retention and risk transfer strategies; and prepares <br />the allocation and reserve recommendations for the liability and workers' compensation self- <br />insurance fund. <br />14.Assists in the Business Services Department budget preparation and implementation; administers <br />and monitors the risk, benefit, and wellness programs. <br />15.Other duties as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's Degree from a college or university with major course work in public or business <br />administration, social sciences, or a related field; AND <br />2.Five (5) years of progressively responsible experience in employee benefits, or a closely related <br />field (Two (2) years of which were in a supervisory capacity.); OR <br />3.Any satisfactory equivalent combination of education, training or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Must possess or obtain, within 30 days of hire, a valid Oregon driver's license. Must possess, at <br />> <br />time of hire, and maintain an acceptable driver's record. <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />PREFERENCES <br />Candidates possessing a Certified Employee Benefits Specialist (CEBS) designation, an Associate <br />> <br />in Risk Management (ARM) or a Certificate in Risk Management (CRM). <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: pertinent federal and state regulations, filing and compliance requirements both <br />adopted and pending affecting employee benefit programs, including ERISA, COBRA, FMLA, ADA, <br />SECTION 125, Workers Compensation, Medicare, COBRA, and Social Security and DOL requirements; <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
