<br />4.Manages all aspects of employee benefits administration including; directing open enrollment,  
<br />negotiating service expectation and costs with providers, direct development of benefit program  
<br />promotions, analyzing service utilization and service delivery, recommending plan composition to  
<br />executive management and advisory committees.  
<br />5.Responsible for department budget development and ongoing financial management; presents  
<br />budget proposals to the budget officer and budget committee. Determines priorities and scheduling  
<br />of projects and coordinates the utilization of department resources. Develops and maintains  
<br />systems and records that provide for accurate evaluation, control, and documentation of county  
<br />and department operations.  
<br />6.Ensures compliance with state and federal laws and regulations, including federal and state  
<br />statutes relating to human resources management, FMLA, OFMLA, OSHA, workers'  
<br />compensation, HIPAA, Center for Medicare (CMS) reporting, collective bargaining agreements,  
<br />and county policies/procedures and records retention.  
<br />7.Directs the investigation and resolution of discrimination and other complaints; represents the  
<br />county in dealings with state and federal agencies and in hearings and litigation on employment  
<br />matters; provides advice to department directors and elected officials on the most complex  
<br />employee labor relations issues.  
<br />8.Directs and negotiates management's position in collective bargaining sessions; advises  
<br />department managers and supervisors on the proper administration of labor contracts and  
<br />grievance procedures; responds to grievances on behalf of the county; represents the county's  
<br />position in labor arbitrations; oversees support of the health insurance study committee(s);  
<br />manages successful relationships with the county's five unions.  
<br />9.Responsible for the development of countywide policies and procedures related to human  
<br />resources programs and services. Interprets policies for elected officials, department heads,  
<br />employees and the community, assesses the priority and impact of proposed policies.  
<br />10.Directs the analysis and reporting of legislative and administrative actions that affect county  
<br />employee and labor relations programs including; equal employment opportunity, civil rights, and  
<br />collective bargaining; participates in activities to influence legislation and regulatory change  
<br />consistent with the county's interest and needs; represents the county with other governmental  
<br />agencies and professional organizations on a variety of human resources, benefits, training, and  
<br />compliance issues.  
<br />11.Consults with legal counsel regarding collective bargaining, employee grievances, investigations  
<br />and the resolution of conflicts, provides information and advice to management and employees  
<br />regarding personnel policies, practice and procedures. Acts as the county's spokesperson for  
<br />human resource topics with court officials, attorneys, or outside agencies.  
<br />12.Prepares and presents contracts, reports, and recommendations to the chief administrative officer,  
<br />board of commissioners, and stakeholders in a professional manner that facilitates review, input,  
<br />and decision making on issues affecting the county or department.  
<br />13.Evaluates and responds to complaints from employees, citizens, and other government agencies.  
<br />Designated contact for 504 Housing, ADA, and HIPAA compliance and complaints for clients and  
<br />consumers of county services.  
<br />14.Actively participates as a member of the county's Executive Management Team and the Central  
<br />Services Team; leads and/or participates in county wide projects and initiatives, resolves issues,  
<br />performs studies and surveys, develops recommendations regarding county policy, programs, and  
<br />services and exhibits an enterprise approach to county government.  
<br />15.Responds to media request and represents the county at meetings, hearings, and conferences as  
<br />they relate to human resource department programs and services.  
<br />16.Performs other duties as required to accomplish the objectives of the position.
