<br />1.Bachelor's degree in human resources management, business, organizational management, labor  
<br />relations or a related field; AND  
<br />2.Seven (7) years of increasingly responsible experience in human resources management,  
<br />including three (3) years of supervisory experience; OR  
<br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the  
<br />position.

<br />NECESSARY SPECIAL REQUIREMENTS 
<br />Possess or be able to obtain within 30 days of hire a valid Class C Oregon drivers license.

<br />KNOWLEDGE, SKILLS AND ABILITY 
<br />Comprehensive knowledge of:  principles and practices of human resources and personnel administration  
<br />including recruitment, selection, classification and compensation administration, training and workforce  
<br />development, benefits administration, volunteer coordination, and employee wellness; principles and  
<br />techniques of labor and management relations and collective bargaining practices, including labor  
<br />contract preparation, negotiation and administration; principles and requirements of equal opportunity  
<br />employment, civil rights discrimination, and fair employment practices. 
<br />Thorough knowledge of:  current principles and practices of supervision including disciplinary policy  
<br />development and administration, and knowledge of fact-finding and investigative practices and  
<br />procedures; public administration practices, including budget administration, the maintenance of  
<br />confidential and public records; federal, state, and local government statutes and regulations; principles  
<br />and techniques of group facilitation, mediation, dispute resolution, and public relations.  
<br />Skills and Abilities:  Excellent verbal and written communication skills; creative problem solving,  
<br />collaboration, and team building skills; ability to develop and implement classification and compensation  
<br />system, benefits, recruitment, retention, training, labor relations, and workforce development programs;  
<br />systems thinking, supervision through planning, assigning and reviewing work performance, supporting  
<br />staff to work effectively and efficiently, and directing work flow; conduct performance evaluations; address  
<br />employee grievances, address disciplinary issues, and resolve conflict as appropriate; hold staff and  
<br />contractors accountable for results. Ability to apply management principles of planning, organizing,  
<br />directing, and decision making; ability to prepare and manage the department budget; ability to identify  
<br />and analyze high level policy issues and develop response strategies and manage change; ability to  
<br />originate and implement a broad range of proposed programs and initiatives that start as a vision or  
<br />concept. Ability to communicate, interact, and negotiate on a professional basis with workforce members,  
<br />elected officials, department heads, unions, community volunteers, and business representatives.
