Marion County Class Specification BulletinPage of <br />>>> <br />2.Independently manages the administration of specialized, continuing projects or program in <br />support of a department, involving independent re-search, compilation and analysis of data, and <br />applying significant initiative and judgment in making decisions on appropriate action. <br />3.Participates in the preparation, and manages the administration of contracts, grants, and grant <br />applications; drafts agreements and reports in compliance with State or Federal program <br />requirements; prepares bid documents, coordinates contract bidding process, designs and <br />maintains fiscal and contract performance tracking systems. <br />4.Acts as primary department liaison with fiscal and human resources departments in processing all <br />personnel, payroll, accounts payable, and accounts receivable transactions; applies thorough <br />knowledge of county policies and procedures, rules and multiple union contracts on all fiscal and <br />personnel transactions; monitors and compiles periodic reports on departmental activities. <br />5.Assists in development of department budget, including researching cost increases and trends, <br />and calculating impacts of organizational change on personnel services, assessments, and <br />materials and services in order to project future expenses. <br />6.Monitors and maintains reports on department wide expenditures and revenues; follow up with <br />department supervisors to research budget variances; provides analysis and report on budget <br />variances for department head. <br />7.Organizes and coordinates interagency activities on behalf of department head; attends meetings <br />on behalf of department head. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from high school or GED equivalent; AND <br />2.Three (3) years of general office experience, including one (1) year of experience in a technical <br />field specific to the position; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: Statistical research techniques and procedures; modern office procedures and <br />methods; capabilities and usage of modern office equipment; data collection techniques; English <br />composition, spelling and grammar; public relations techniques and concepts; contract monitoring <br />procedures. <br />Substantial skill and ability to: Organize and maintain contemporary office/administrative systems and <br />procedures; communicate effectively both orally and in writing; conduct independent research; define <br />administrative problems and procedures; collect, evaluate and summarize data; prepare clear and <br />concise reports; establish and maintain cooperative working relationships with other employees and the <br />public; operate modern office equipment. <br />ADOPTED: <br />12/92 <br />REVISED: <br />11/96; 05/07; 12/19 (retitled) <br />MARKET REVIEW: <br />01/14; 12/19 <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...7/9/2020 <br /> <br />
