Marion County Class Specification BulletinPage of <br />>>> <br />5.Acts as liaison with granting agencies and other agencies regarding fiscal and statistical reporting <br />requirements associated with specific grants. <br />6.Monitors subcontractors' fiscal reports for compliance with contract, initiates payments. <br />7.Resolves administrative and fiscal procedural difficulties between the department and granting <br />agencies. <br />8.Reviews department expenditures to ensure integrity of grant fund disbursement; prepares <br />monthly reports to granting agencies on disbursement of funds, including identification of other <br />revenue sources. <br />9.Participates as required in audits of contracts, fiscal reports, allocations of staff time, payments to <br />subcontractors. <br />10.May oversee the department accounts payable and accounts receivable functions, including <br />processing billings and deposits. <br />11.Completes other agencies' surveys on department's spending patterns; prepares fiscal reports for <br />justification of rate increases, comparisons on means of funding services, cost analyses. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Associate's Degree in accounting, public administration, business administration, economics or <br />related field; AND <br />2.Four (4) years responsible experience in the preparation and review of local government budgets <br />and related fiscal areas, including monitoring of government grants and contracts; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: accounting principles, methods and procedures; financial practices and <br />procedures in local government; office practices; <br />Ability to: analyze budgets and make appropriate recommendations; analyze an accounting system <br />procedure; do in-depth research and write reports; communicate effectively both orally and in <br />writing; analyze issues, procedures and problems and to write reports with alternative solutions; establish <br />and maintain effective working relations with other governmental agencies, employees and the public. <br />ADOPTED: <br />05/91 <br />REVISED: <br />03/03; 11/04 <br />MARKET REVIEW: <br />09/13; 02/19 <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br />
