Marion County Class Specification BulletinPage of <br />>>> <br />3.Oversees the preparation of budget instructions and assists county departments in preparing, <br />administering, and reporting on budgets. Works with county IT staff to ensure the county budget <br />module is updated, tested, and maintained on a regular basis. <br />4.Maintains current knowledge of Oregon Local Budget law. Prepares statutory budget forms, <br />compiles and publishes the annual budget, submits reports for review to state and national <br />regulatory agencies and professional organizations. <br />5.Produces financial forecasts, including but not limited to revenues and expenditures, as needed to <br />support budget process and labor negotiations. Analyzes trends (economic, operations, income, <br />expenditure, etc.) that could impact the forecasted revenues and expenditures. <br />6.Provides direction and assistance with grants administration, including oversight of the grant <br />application process, as well as establishing policies and procedures to ensure countywide <br />compliance with grant requirements. <br />7.Provides oversight of the subrecipient monitoring process and ensures departments are complying <br />with federal monitoring requirements. <br />8.Prepares the Schedule of Expenditures of Federal Awards and assists external auditors in the <br />annual Single Audit. <br />9.Provides necessary training to county departments in both budget and grant administration. <br />10.Analyzes, interprets, applies and make recommendations regarding new and revised state and <br />federal statutes, rules and regulations that effect county budget or grant administration. <br />Coordinates with county Risk, Legal and Board's office to minimize the county's liability exposure. <br />11.Assists in developing and implementing policies and procedures to ensure county compliance with <br />various federal, state, and local laws and regulations. <br />12.Supervise, train, develop, and mentor staff. Review staff work and conduct regular performance <br />reviews. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in Business or Public Administration, Finance, Accounting, Economics or <br />related field; AND <br />2.Five years responsible experience in the field of budgeting and grant management or <br />administration. <br />3.Any satisfactory equivalent combination of education, training, and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: Creating and managing a large budget, preferably budgets that adhere to <br />Oregon Local budget law. Possess knowledge of financial economics and statistical analysis techniques, <br />knowledge of management practices and procedures. Possess the ability to analyze historical data and <br />interpret economic trends. Possess knowledge of grant compliance concepts and practices. Knowledge <br />of generally accepted accounting principles, and auditing standards and practices. Knowledge of federal <br />and state laws and regulations pertaining to administration of and compliance with federal grants and <br />contracts. Demonstrate knowledge of Uniform Grant Guidance, Code of Federal Regulations, and other <br />federal procurement and cost principles; working knowledge of federal, state and local statutes. <br />Knowledge of financial auditing and practices, including grant administration and Single Audit reporting <br />requirements. <br />Skill and Ability to: Ability to plan, organize and direct operations of professional staff, communicate <br />effectively both orally and in writing; establish and maintain cooperative working relationships with <br />individuals from diverse groups and backgrounds, whether members of the public, management or <br />coworkers. <br />ADOPTED: <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
